The state of California sponsored this project with the aim of determining the potential for improving the thermal efficiency of automotive steam engines. An experimental engine was built by Dutcher Industries of San Diego, and was extensively tested in the laboratory. William A Brobeck & Associates' (WMB&A) role was to assist the State Department of Transportation (CALTRANS) by providing technical supervision and evaluation services. WMB&A's responsibility was to monitor, inspect, and verify the progress of Dutcher Industries in the design, development and testing of the steam engine. Independent calculations by WMB&A indicated that it would be possible to build a small steam engine with a thermal efficiency in the range of 27-30%. Attainment of such a goal will require a continuing high level of research and development.
