American cities experienced an extraordinary surge in downtown development during the 1970s and 1980s. Pro-growth advocates in urban government and the business community believed that the construction of office buildings, hotels, convention centers, and sports complexes would generate jobs and tax revenue while revitalizing stagnant local economies. Political Culture (defined as the values, beliefs, and behavioral patterns underlying the political system) has long had an uneasy relationship with political science. Africa has witnessed a number of transitions to democracy in recent years. An alternative to discourses of the 'failed' and 'collapsed' state in Africa is an approach that takes seriously the complexity of historical processes, on which the political development of individual nation states was based.
