Given the relative success of the sales tax in raising revenue, 45 states and the District of Columbia added the sales tax to their tax infrastructure by the late 1960s. [...] The last of the 45 states to enact a general sales and use tax was Vermont in 1969.8 Components of the Sales and Use Tax The revenue generated by a sales and use tax, assuming a given level of compliance, depends on the base of the tax and the tax rate. [...] For example, if a coffee shop were to pay a retail sales tax on the purchase of coffee, and then impose a retail sales tax on coffee brewed for the final consumer, the total sales tax paid for the cup of coffee would likely exceed the statutory rate. [...] The second component of a sales tax is the tax rate applied to the base, described in the previous section. [...] Table 2 presents the sales tax rates for the 50 states and the District of Columbia and includes the top local rate.
