He rejects the more conventional economic interpretations in terms of 'unity' and of wealth or 'opulence', and suggests an interpretation in terms of the 'capabilities and freedoms' that states of affairs do or do not allow. His argument is conceptual, but it refers to a wide range of examples. In elaborations of it, John Muellbauer explains how parts of it might be applied; Ravi Kanbur discusses the difficulties raised by choice ex ante, under uncertainty, and choice ex post; Keith Hart discusses the ways in which one might think about living standards in societies in which there is a substantial amount of what he calls 'self provisioning' outside the market; and Bernard Williams reflects on some of the moral and political implications of Sen's argument. There is a bibliography of most of the more important works on the subject. The book will be of interest to economists, sociologists, students of development and moral and political philosophers; it will also be of interest to those concerned with public policy.

Coined in 1902, the term "standard of living" grew popular in early twentieth-century America. Though its exact definition remained ambiguous, it most often reflected the middle class and material comfort. The term was not a precise measure of how people lived. Instead, it embodied the ideal of how middle-class Americans wanted to live. With increasing wages and the mass production of consumer goods, the standard of living became an important expression of the shared national culture that emerged in the Gilded Age and Progressive Era. But what material and social components constituted this standard? Who decided what they were and how they were to be promoted? In Standard of Living, Marina Moskowitz explores these questions, focusing on the relationship between middle-class identity and material culture through four case studies. In one, she examines the incorporation of silverplate flatware into the daily rituals of American life. Mass production made this former luxury item affordable, while advertising, etiquette books, and home advice columns stressed its value as a family heirloom and confirmed its place in the middle-class dining room. Moskowitz then turns her attention to the bathroom and the proliferation of indoor sanitation, bathroom fixtures, and a hygiene industry equally interested in profits and public health. Home ownership contributed an essential element of this standard, and Moskowitz next charts the mail-order home industry, which sold not just kit houses but also the very idea of owning a home. Concluding with a look at zoning and urban planning as a means of fostering and protecting the standard of living for whole communities, this book offers important evidence of and fresh insights into the history of the American middle class.

Distributional issues may not have always been among the main concerns of the economic profession. Today, in the beginning of the 2000s, the position is different. During the last quarter of a century, economic growth proved to be unsteady and rather slow on average. The situation of those at the bottom ceased to improve regularly as in the preceding fast growth and full-employment period. Europe has seen prolonged unemployment and there has been widening wage dispersion in a number of OECD countries. Rising affluence in rich countries coexists, in a number of such countries, with the persistence of poverty. As a consequence, it is difficult nowadays to think of an issue ranking high in the public economic debate without some strong explicit distributive implications. Monetary policy, fiscal policy, taxes, monetary or trade union, privatisation, price and competition regulation, the future of the Welfare State are all issues which are now often perceived as conflictual because of their strong redistributive content. Economists have responded quickly to the renewed general interest in distribution, and the contents of this Handbook are very different from those which would have been included had it been written ten or twenty years ago. It has now become common to have income distribution variables playing a pivotal role in economic models. The recent interest in the relationship between growth and distribution is a good example of this. The surge of political economy in the contemporary literature is also a route by which distribution is coming to re-occupy the place it deserves. Within economics itself, the development of models of imperfect information and informational asymmetries have not only provided a means of resolving the puzzle as to why identical workers get paid different amounts, but have also caused reconsideration of the efficiency of market outcomes. These models indicate that there may not necessarily be an efficiency/equity trade-off; it may be possible to make progress on both fronts. The introduction and subsequent 14 chapters of this Handbook cover in detail all these new developments, insisting at the same time on how they tie with the previous literature on income distribution. The overall perspective is intentionally broad. As with landscapes, adopting various points of view on a given issue may often be the only way of perceiving its essence or reality. Accordingly, income distribution issues in the various chapters of this volume are considered under their theoretical or their empirical side, under a normative or a positive angle, in connection with redistribution policy, in a micro or macro-economic context, in different institutional settings, at various point of space, in a historical or contemporaneous perspective. Too many of the world’s citizens face impoverished living standards. The economic and financial crises have made matters worse. The viewpoint of Living Standards and Social Well-Being is that the fundamental objective for an economy is provisioning, not simply efficiency. The chapters in this volume examine how economies across the globe come to understand what constitutes a living and how they can improve living standards, including balancing paid work with family life and civic responsibility. The authors provide historical, theoretical, and empirical studies of moving economies at the macro level and households at the micro level toward improved living standards. It is argued that achieving well-being and decent living standards, through work and welfare state policies, is a social responsibility. Such improvements could be delivered through basic income policies, family support, job guarantees, decent work, shorter work weeks, and support from social welfare. These issues are important for economics and the other social sciences and in particular for social economics. This book was published as a special issue of the Review of Social Economy.
