In the mid-eighteenth century in France, the royal authorities launched a new campaign to sweep beggars from the streets, pinning their hopes on the creation of a uniform royal network of lock-ups in which anyone found begging might be detained. In this study, Adams probes the accomplishments and the failings of these so-called dépôts de mendicité, as seen by critics of the experiment (including learned judges and influential spokesmen of the provincial Estates) and as seen by those responsible for its success: the provincial intendants, the royal engineers, the doctors, the inspectors, the contractors, and various givers of advice. He shows how the debate--both internal and external--over the operation of the dépôts contributed to the intellectual ferment of the Enlightenment and the Revolution. The resulting web of reasoning and empirical data gave support to Montesquieu's principle that the state owes every one of its citizens "a secure subsistence, suitable food and clothing, and a manner of life that is not contrary to good health."

During the sixteenth and seventeenth centuries the French Crown closed down thousands of local hospices, maladreries, and small hospitals that had been refuges for the sick and poor, supposedly acting in the name of efficiency, better management, and elimination of duplicate services. Its true motive, however, was to expropriate their revenues and holdings. Hickey shows how, in spite of government efforts, a countermovement emerged that to some degree foiled the Crown's attempts to suppress local hospitals. Charitable institutions, churchmen inspired by the new message of the Catholic Reformation, women's religious congregations, and community elites defied intervention measures, resisted proposed changes, and revitalized the very type of institution the Crown was trying to shut down. Hickey's conclusions are supported by a study of eight local hospitals, which allows him to measure the impact of Crown decisions on the day-to-day functioning of these local institutions. Challenging the interpretations of Michel Foucault and other historians, Hickey throws new light on an important area of early modern French history.

What does it mean to own something? What sorts of things can be owned, and what cannot? How does one relinquish ownership? What are the boundaries between private and public property? Over the course of a decade, the French Revolution grappled with these questions. Punctuated by false starts, contingencies, and unexpected results, this process laid the foundations of the Napoleonic Code and modern notions of property. As Rafe Blaufarb demonstrates in this ambitious work, the French Revolution remade the system of property-holding that had existed in France before 1789. The revolutionary changes aimed at two fundamental goals: the removal of formal public power from the sphere of property and the excision of property from the realm of sovereignty. The revolutionaries accomplished these two aims by abolishing privately-owned forms of power, such as jurisdictional lordship and venal public office, and by dismantling the Crown domain, thus making the state purely sovereign. This brought about a Great Demarcation: a radical distinction between property and power from which flowed the critical distinctions between the political and the social, state and society, sovereignty and ownership, the public and private. It destroyed the conceptual basis of the Old Regime, laid the foundation of France's new constitutional order, and crystallized modern ways of thinking about polities and societies. By tracing how the French Revolution created a new legal and institutional reality, The Great Demarcation shows how the revolutionary transformation of Old Regime property helped inaugurate political modernity

In this 1998 study of the brandy trade and its merchants, Professor Cullen explores the development of cognac, the world's most famous spirit product, which emerged as a consequence of a chronic wine surplus. While Professor Cullen focuses on the brandy trade, his findings contradict the view of a 'static' French economy in the eighteenth century. Professor Cullen shows that the brandy trade was based on a sophisticated regional economy, which, by 1720, had become a key component of French involvement in the modern international trading system. Notwithstanding the competition supplied by the emergence of surplus in other cereals and by foreign markets, regional specialisation in the Charente was an indispensable element in ensuring the quality of stable output, and was recognised in the region's success in attracting foreign négociants, such as the household names of Martell and Hennessy.

For almost a hundred years the academic study of migration concentrated on evolving standardised models of migration behaviour based on data from censuses or the registration of births, marriages and deaths. More recently, it has been realised that such models fail to take into account the decision-making behind migration and that better understanding will come from study of the behaviour of individuals as well as aggregate numbers. In this book the imaginative use of alternative sources DS for example, apprentice books, guild and craft records, legal and court documents, diaries and biographies DS gives fresh insights into the processes of movement to reveal much more complex circulatory behaviour than the standard models derived from census and registration sources alone have suggested.The first chapter confronts the issue of rural mobility in post-famine Ireland and is followed by a study centred on Alpine rural families which built impressive networks across pre-industrial Western Europe. Two chapters focus on the particular characteristics of worker groups: mining families of south Lancashire during the period of rapid increase in coal production in the eighteenth century; and the organised mobility of skilled labour in nineteenth-century central Europe. Next, an imaginative and rigorous deployment of the techniques of family reconstruction and record linkage embracing a variety of sources (vital event registers, wills, port books, apprentice records) teases out the migration histories of those who settled in eighteenth-century Liverpool. There are two chapters on female migrant behaviour, drawing attention in the case of eighteenth-century Rheims to the opportunities and restrictions on the life of migrant women at different points in their lifecycles; and showing how poor women struggled to survive in nineteenth-century Dublin. The final chapter uses family histories assembled by numerous genealogists and family historians to challenge the orthodox view of direct stepwise migration from a smaller to a larger town in the urban hierarchy.
