This report presents results of research conducted under Transit Cooperative Research Program (TCRP) Project B-21, "Effective Approaches to Meeting Rural Intercity Bus Transportation Needs." The project identified strategies for initiating, preserving, and enhancing effective rural intercity bus transportation. To identify recent projects and to identify barriers or issues affecting implementation, the research effort included surveys of state rural transit program managers, state rail program managers, and intercity bus carriers. The report includes three parts. Part I contains a review of recent developments affecting the intercity bus industry, an overview of potential funding sources, and a review of barriers to implementation of rural intercity projects. Part II provides strategies for rural intercity service improvements, including methods of identifying intercity carriers and services, planning, program development, operating assistance, capital assistance, marketing assistance, and combining approaches. Each strategy is described, and implementation examples are presented. Part III presents 50 project descriptions based on additional survey interviews with project contacts.

An executive summary of RAND MR-1358-CDSS, Welfare Reform in California: Early Results from the Impact Analysis. The study examines the effects of the California Work Opportunity and Responsibility to Kids (CalWORKs) program on work activity participation rates of welfare recipients, welfare caseloads, and outcomes for welfare leavers. It describes outcomes under CalWORKs through approximately the summer of 2000 and begins the process of explaining the observed variation in outcomes through time, between California and other states, and among California's counties. Analyses of national data (administrative data on caseloads and national survey data on household income) and statewide data (on caseloads, employment, and earnings) show almost uniform improvement in outcomes in California since the implementation of CalWORKs. While the CalWORKs reforms appear to have been responsible for some of that improvement, the robust economy and other policy changes were probably also important. The rest of the nation has experienced similar improvements in outcomes.

TRB Special Report 320: Interregional Travel: A New Perspective for Policy Making examines the demand for and supply of interregional transportation in the United States. Major additions to transportation infrastructure, including high-speed rail, are being considered for some of the country’s most heavily traveled 100- to 500-mile corridors. The availability and use of the automobile, airplane, and train for interregional travel are reviewed along with the rejuvenated intercity bus. U.S. interregional corridors and transportation options are contrasted with those in Japan and Europe, where substantial investments have been made in passenger rail. Public investments in new, long-lived transportation infrastructure can be risky because of uncertainty about future demand and the development of new technologies and competing transportation services. Decisionmakers in interregional corridors face the added challenge of having to coordinate investments across multiple jurisdictions. The report recommends actions to reduce this uncertainty and create stronger institutional means for developing the country’s interregional corridors. Do regional approaches to affordable housing actually result in housing production and, if so, how? Regional Approaches to Affordable Housing answers these critical questions and more. Evaluating 23 programs across the nation, the report begins by tracing the history of regional housing planning in the U.S. and defining contemporary big picture issues on housing affordability. It examines fair-share regional housing planning in three states and one metropolitan area, and follows with an appraisal of regional housing trust funds--a new phenomenon. Also assessed are an incentive program in the Twin Cities region and affordable housing appeals statutes in Massachusetts, Rhode Island, and Connecticut. The study looks at recent private-sector initiatives to promote affordable housing production in the San Francisco Bay area and Chicago. A concluding chapter proposes a set of best and second-best practices. Supplementing the report are appendices containing an extensive annotated bibliography, a research note on housing need forecasting and fair-share allocation formulas, a complete list of state enabling legislation authorizing local housing planning, and two model state acts.
