Excerpt from Smokeless City Those persons, who have paid any attention to the subject of smoke and air pollution, and, considering the many millions of human beings affected, they are remarkably few in number, are aware that, roughly speaking, there are two kinds of smoke - industrial and domestic. The efforts of reformers in the past have been directed almost entirely against the former, and the public spirited work carried on for many years by various Coal Smoke Abatement Leagues in the face of active obstruction and of official apathy, seem to be within measurable distance of success, since the present Minister of Health has recently undertaken to bring in a Bill embodying the recommendations of the Departmental Committee on Smoke and Noxious Vapours Abatement. The battle therefore against industrial smoke may be said to have been won in principle; but it is scarcely necessary to warn enthusiasts that there are many parliamentary dangers to overcome, and that governments are not as a rule particularly zealous in forcing through bills of a non-vote-catching nature. Even if we can assume that a thoroughly satisfactory measure is passed and duly enforced, the melancholy fact remains that, if we are fortunate enough to get rid of industrial smoke, we shall, nevertheless, remain dirtier than other European countries owing to domestic smoke. The relative share of industrial smoke and domestic smoke in polluting our atmosphere has been hotly disputed, and the conclusions arrived at in this book will doubtless arouse much opposition. Excerpt from Smoke Abatement and City Smoke Ordinances Almost from the inception of the fuel-testing work begun by the Government in 1904 the determination of ways and means for smoke lessly burning fuels from different sections Of the United States has been deemed of great importance by the officials in charge of the work. The results of some Of the investigations along this line have been published as bulletins of the United States Geological Survey and of the Bureau Of Mines. The large demand for these bulletins has indicated that the subject is Of much interest to the public. Since the fuel-testing investigations were begun in 1904, and in some measure because of them, a marked improvement has been made in the smokeless burning of many fuels, and particularly in the burn ing of bituminous coal. This advance has resulted partly from a desire to improve general power-plant economy, but more largely from a public demand for less smoke. Unfortunately, many of those who have been working on the problem of smoke prevention, or smoke abatement, have not had a thorough understanding Of the basic prin ciples involved, and consequently much effort has been misdirected. Even today smoke prevention means to a large number of persons the application of some special device, some smoke consumer, which, if placed in the stack or in the smoke passages, will in some way consume the smoke.
