This report sets forth findings of a committee charged with recommending policies to create 10,000,000 new jobs through small business. It defines the problems of American workers and small business owners in a period of dramatic economic change. Emphasis is on solutions for the conditions that nurture enterprise and on what the country needs to do to encourage small business formation, a more secure environment for workers, and economic growth. Findings and conclusions are presented in four major areas: preparing the American people to compete; encouraging greater savings and investing them productively; expanding export groups, including those for small businesses; and minimizing the impediments to the growth of small firms. Five recommendations, outlining institutional mechanisms to focus sustained attention on the problems, are as follows: (1) mobilize the American people, (2) prepare the American work force, (3) invest in the future, (4) restore the "Yankee Trader" tradition, and (5) clear the decks--in other words, institutional reorganization of structures and processes to reflect new realities of global competition.
