In Reliability and Alliance Interdependence, Iain D. Henry argues for a more sophisticated approach to alliance politics and ideas of interdependence. It is often assumed that if the United States failed to defend an ally, then this disloyalty would instantly and irrevocably damage US alliances across the globe. Henry proposes that such damage is by no means inevitable and that predictions of disaster are dangerously simplistic. If other allies fear the risks of military escalation more than the consequences of the United States abandoning an ally, then they will welcome, encourage, and even praise such an instance of disloyalty. It is also often assumed that alliance interdependence only constrains US policy options, but Henry shows how the United States can manipulate interdependence to set an example of what constitutes acceptable allied behavior. Asia is a crucial battleground for power and influence in the international system. It is also a theater of new experiments in regional cooperation that could redefine global order. Whose Ideas Matter? is the first book to explore the diffusion of ideas and norms in the international system from the perspective of local actors, with Asian regional institutions as its main focus. There's no Asian equivalent of the EU or of NATO. Why has Asia, and in particular Southeast Asia, avoided such multilateral institutions? Most accounts focus on U.S. interests and perceptions or intraregional rivalries to explain the design and effectiveness of regional institutions in Asia such as SEATO, ASEAN, and the ASEAN Regional Forum. Amitav Acharya instead foregrounds the ideas of Asian policymakers, including their response to the global norms of sovereignty and nonintervention. Asian regional institutions are shaped by contestations and compromises involving emerging global norms and the preexisting beliefs and practices of local actors. Acharya terms this perspective "constitutive localization" and argues that international politics is not all about Western ideas and norms forcing their way into non-Western societies while the latter remain passive recipients. Rather, ideas are conditioned and accepted by local agents who shape the diffusion of ideas and norms in the international system. Acharya sketches a normative trajectory of Asian regionalism that constitutes an important contribution to the global sovereignty regime and explains a remarkable continuity in the design and functions of Asian regional institutions.

Despite French President Charles de Gaulle's persistent efforts to constructively share French experience and use his resources to help engineer an American exit from Vietnam, the Kennedy administration responded to de Gaulle's peace initiatives with bitter silence and inaction. The administration's response ignited a series of events that dealt a massive blow to American prestige across the globe, resulting in the deaths of over fifty-eight thousand American soldiers and turning hundreds of thousands of Vietnamese citizens into refugees. This history of Franco-American relations during the Kennedy presidency explores how and why France and the US disagreed over the proper western strategy for the Vietnam War. France clearly had more direct political experience in Vietnam, but France's postwar decolonization cemented Kennedy's perception that the French were characterized by a toxic mixture of short-sightedness, stubbornness, and indifference to the collective interests of the West. At no point did the Kennedy administration give serious consideration to de Gaulle's proposals or entertain the notion of using his services as an honest broker in order to disengage from a situation that was rapidly spiraling out of control. Kennedy's Francophobia, the roots of which appear in a selection of private writings from Kennedy's undergraduate years at Harvard, biased his decision-making. The course of action Kennedy chose in 1963, a rejection of the French peace program, all but handcuffed Lyndon Johnson into formally entering a war he knew the United States had little chance of winning.
