The main emphasis was child welfare and medical care, with visiting block workers selected by the residents. An article from an unidentified paper, not from Cincinnati, notes that in Cincinnati, "mayor attacks it, but people stand by," noting that the mayor compared the movement to Bolshevism. In 1873, Amos Jay Cummings, a decorated Civil War veteran and journalist for the New York Sun newspaper, set out on a westward journey aboard the newly completed transcontinental railroad.
