This document reports the written and oral testimony given at two congressional hearings investigating the possibilities and methods for having degrees granted at military intermediate service schools and master's degrees granted at the National War College and the Industrial College of the Armed Forces. Officials testifying included high-ranking military officers, educational officials, and officials of accreditation organizations. Witnesses stated the advantages of degree-granting authority and pressed for Congress to authorize that facility, as one step in the accreditation process. Those who testified noted earlier efforts at accreditation for other military institutions and stressed that Congress had to grant degree-granting authority before the accrediting organizations would rule on standards for accreditation. Most of the testimony stressed the high quality of the military institutions and argued for passage of degree-granting authority for them. (KC)

Education has been the foundational cornerstone to every profession and continues to be so in the 21st Century. As a profession, the military is obligated to conduct not only training but also education of the keepers of the profession, the officer corps. Since the rise of large military bodies enabled by the levee en masse and industrialization, armies have required educated officers skilled in both command and staff functions. The Prussian-German model of staff officer education embodied in the Kriegsakademie of the Nineteenth and first half of the Twentieth Century’s, was highly regarded and much copied. The education officer received at the Kriegsakademie directly contributed to an efficiently organized and employed Prussian-German Army at the tactical and operational levels. The investment in Kriegsakademie officer education paid huge dividends at Gravelotte-St Privat and Sedan 1870, Tannenberg 1914, Battle of Poland 1939, and the Battle of France 1940, critical first battles. With the rearming of Germany in 1955 came the need for the fledgling Bundeswehr to educate general staff officers. This need was met by establishing the Führungsakademie (German Armed Forces Command and Staff College). The Führungsakademie was created with the same time honored principles that had served general staff officer training previously: careful selection of the most highly qualified and promising officers and a broad based education rigorously applied. However, little information on the current Führungsakademie Education System is available in the English language. This monograph attempts to address this void. The author conducted research and interviews with the faculty, staff, and students at the Führungsakademie in Hamburg, Germany in order to understand and assess the education given to German general staff officer aspirants. The central general staff officer’s education course is the National General/Admiral Staff Officers Course.

Britain's often rather ad hoc approach to colonial expansion in the nineteenth century resulted in a variety of imaginative solutions designed to exert control over an increasingly diverse number of territories. One such instrument of government was the political officer. Created initially by the East India Company to manage relations with the princely rulers of the Indian States, political offers developed into a mechanism by which the government could manage its remoter territories through relations with local power brokers; the policy of 'indirect rule'. By the beginning of the twentieth century, political officers were providing a low-key, affordable method of exercising British control over 'native' populations throughout the empire, from India to Africa, Asia to Middle East. In this study, the role of the political officer on the Western Frontier of India between 1877-1947 is examined in detail, providing an account of the personalities and mechanisms of colonial influence/tribal control in what remains one of the most unstable regions in the world today. It charts the successes, failures, dangers and attractions of a system of power by proxy and examines how, working alone in one of the most dangerous and lawless corners of the Empire, political officers strove to implement the Crown's policies across the North-West Frontier and Baluchistan through a mixture of conflict and collaboration with indigenous tribal society. This monograph analyzes the leadership characteristics that suggest a rapid acceptance of changing conditions in warfare among senior leaders and which leadership characteristics tend to suggest a more conservative approach. This conservative approach fails to recognize and adapt to the new emerging conditions. This research studied two World War I British leaders, General Sir Ivor Maxse and General Sir Hubert Gough, and compared and contrasted their leadership characteristics. From this, the research identified the most significant leadership characteristics that allowed these leaders to successfully adapt quickly in a time of transition. The criteria for analysis was based on four leadership characteristics as defined in FM 22-100, Army Leadership: Revised Final Draft, dated June 1998. The four leadership characteristics used as evaluation criteria were personal courage, initiative, tactical skill, and learning.A comparison of the role of the two World War I leaders yields the conclusion that certain leadership characteristics allowed them to adapt more easily in an evolving environment and facilitated successful battlefield leadership. These characteristics were moral courage, initiative, tactical skill and the application of knowledge through effective, continual learning. The monograph provides valuable insights into what leadership characteristics will allow current and future leaders to be successful, and unsuccessful, during a military transitional period. Our leaders must be creative, intuitive, dynamic, and able to make contemplated decisions, and have the courage and determination to act on them. The requirement for developing those leaders is an important one for the United States and a demanding one for the U.S. Army. An understanding of these leadership characteristics and the reasons that they facilitate successful battlefield leadership can provide an intellectual foundation beneficial to the Army as it prepares for future warfare.
