We can't have our society the way we have it if there is a breakdown in that trust that this is going to be safe. And, with that goal in mind, we've proposed many things that are exactly in line with your proposed bill - a critical issue of deal ing with Federal unfunded mandates of providing a revolving fund, a fee structure to help States maintain and strengthen their drink ing water programs - and I'll say a little bit more about that in a bit - pollution prevention programs which will reduce cost over the long haul. We have to get out of the mentality that the only way we're going to solve our problems is to keep treating it. We have to go back to where we're getting it from to make sure that we're doing all we can to protect those sources Of water.
