Many authors have alluded to the unique nature of Russia’s dual transition and its difficult task of simultaneously reforming its economy and polity. But there is in fact a third transition still far from completed that is of no less importance, the need to reconfigure central-regional relations and to create a stable and viable form of federalism. There are vast economic, demographic and political variations across the Russian federation. Therefore an understanding of regions, and the causes and consequences of cross-regional diversity, is a vitally important dimension of Russian politics that should not be overlooked. It is only by studying regional level politics that we can gain a full understanding of the complexities of Russia’s protracted transition. This edited volume examines regional politics and centre-regional relations over the period 2000-2010, including the most recent developments which have taken place under the new dual leadership of Medvedev and Putin. Although the presidency of Dmitry Medvedev is often seen as a continuation of Vladimir Putin’s presidency, with the same policies applied in the same way, this book disagrees, arguing that Medvedev’s foreign policy was significantly different from Putin’s. The book considers especially the relationship between Russia and the Euro-Atlantic security configuration, including both NATO and the Organisation for Security and Co-operation in Europe, a relationship of great importance to Russia, given constant attention. It discusses a wide variety of issues, including "frozen conflicts", security co-operation and nuclear weapons reductions, highlights the different tone and approach under Medvedev, exemplified especially by his draft European Security Treaty, and shows how after Putin’s return to the presidency there has been a shift in foreign policy, with much great emphasis on influencing Russia’s immediate neighbours and on Eurasian union, and less emphasis on rapprochement and co-operation.

The view that Russia has taken a decisive shift towards authoritarianism may be premature, but there is no doubt that its democracy is in crisis. In this original and dynamic analysis of the fundamental processes shaping contemporary Russian politics, Richard Sakwa applies a new model based on the concept of Russia as a dual state. Russia's constitutional state is challenged by an administrative regime that subverts the rule of law and genuine electoral competitiveness. This has created a situation of permanent stalemate: the country is unable to move towards genuine pluralist democracy but, equally, its shift towards full-scale authoritarianism is inhibited. Sakwa argues that the dual state could be transcended either by strengthening the democratic state or by the consolidation of the arbitrary power of the administrative system. The future of the country remains open.
