On the other hand many persons who either pretend to, or sincerely entertain a very contemptuous opinion of the colossus with the feet of clay, treat the matter so lightly, 0p posing to the most evident and most incontestable facts nothing but empty words and hackneyed phrases, that the contrary hopes and fears are only confirmed by their manner of proceeding. It is high time to form a clear conception of the Busman state, with its enormous pretensions and the founda tion on which alone these can be based, and to con sider with unbiassed mind what is the position of Western Europe, and more particularly of Germany, in relation to this state. The foundation on which the Russian state may be said to have been erected rather than to have arisen, is the Russian nation-a ality.
