Zoning is not a euro-all, and does not in itself constitute an entire land-use program; but it is rather one of several regulative measures which together might constitute such a program. In certain instances zoning may be desirably used as a center around which the complete program can be built. In other cases, zoning can be more appropriately used as a complement to other land-use measures. The purpose of the brochure is to provide helpful information as a guide for action, in the zoning of their areas, by municipal authorities in the New York region. Part I contains a series-of aids to the practice of zoning. In these aids Mr. Bassett has set forth what he conceives to be the leading considerations that should be borne in mind by municipal councils in giving effect to the powers conferred upon them by the state enabling act in New York, New Jersey, or Connecticut. Part II gives a description of the application of zoning in the City of New York.
