This book explores the history of the Dominican Republic as it evolved from the first European colony in the Americas into a modern nation under the rule of Rafael Trujillo. It investigates the social foundations of Trujillo’s exceptionally enduring and brutal dictatorship (1930-1961) and, more broadly, the way power is sustained in such non-democratic regimes. The author reveals how the seemingly unilateral imposition of power by Trujillo in fact depended on the regime’s mediation of profound social and economic transformations, especially through agrarian policies that assisted the nation’s large independent peasantry. By promoting an alternative modernity that sustained peasants’ free access to land during a period of economic growth, the regime secured peasant support as well as backing from certain elite sectors. This book thus elucidates for the first time the hidden foundations of the Trujillo regime.

This study seeks to lay bare the relationship between the sociopolitical structures that shaped peasant lives in Manchuria (northeast China) during the Qing dynasty and the development of that region’s economy. The book is written in three parts. It begins with an analysis of the ideological, political, and economic interests of the Qing ruling house in defending its homeland in the northeast against occupation by non-Manchus, and examines how these interests informed state policy and the reconfiguration of the region’s social landscape in the first decades of the dynasty. The book then addresses how this agrarian configuration unraveled under challenge from settler peasant communities and gives an account of the resulting property and labor regimes. The study ends with an account of how that social formation configured peasant economic behavior and in so doing established the limits of economic change and trade growth.

Tracing the way in which the agrarian myth has emerged and re-emerged over the past century in ideology shared by populism, postmodernism and the political right, the argument in this book is that at the centre of this discourse about the cultural identity of 'otherness'/ 'difference' lies the concept of and innate 'peasant-ness'. In a variety of contextually-specific discursive forms, the 'old' populism of the 1890s and the nationalism and fascism in Europe, America and Asia during the 1920s and 1930s were all informed by the agrarian myth. The postmodern 'new' populism and the 'new' right, both of which emerged after the 1960s and consolidated during the 1990s, are also structured discursively by the agrarian myth, and with it the ideological reaffirmation of peasant essentialism.

Beginning in the 1860s, the Russian Empire replaced a poll tax system that originated with Peter the Great with a modern system of income and excise taxes. Russia began a transformation of state fiscal power that was also underway across Western Europe and North America. States of Obligation is the first sustained study of the Russian taxation system, the first to study its European and transatlantic context, and the first to expose the essential continuities between the fiscal practices of the Russian Empire and the Soviet Union. Using a wealth of materials from provincial and local archives across Russia, Yanni Kotsonis examines how taxation was simultaneously a revenue-raising and a state-building tool, a claim on the person and a way to produce a new kind of citizenship.
