Hoover, the president of economic depression; Roosevelt the president of recovery--the public images of these two men are so firmly fixed that they offer shorthand ways to talk about the era we know as the Great Depression. Yet their views on economic policy for taking the country out of its greatest economic calamity were not so different as is often supposed. Indeed, the famed journalist Walter Lippmann once claimed that Roosevelt's legislative measures represented "a continuous evolution of the Hoover measures." Moreover, both Hoover and Roosevelt shared a Keynesian conviction that public confidence was vital to recovery. They differed markedly, of course, in their ability to restore that confidence. Roosevelt's advantage lay not just in his position in the changing of the guard. He employed a skilled staff of speech writers, and he had the negative example of Hoover before him from which to plot rhetorical strategies that would be more effective. In Rhetoric as Currency, Houck uses the historical context of the Great Depression to explore the relationship of rhetoric to the economy and specifically economic recovery. He closely analyzes Hoover's rhetorical corpus from March 4, 1929, through March 3, 1933, and Roosevelt's from January 3, 1930, through June 16, 1933. This longitudinal study allows him to understand rhetoric as a process rather than a series of isolated, discrete products. Houck first examines Hoover's presidential rhetoric, tracing its paradoxes and the radical shift that occurred in the final year of his administration. The Depression, in his rhetoric, was a foe to be vanquished by an optimistic Christian and civic faith, not federal legislation. Once he determined that federal intervention was indeed required, he could not return to the dais; rather, he relied on an antagonistic press to carry his message of confidence. Abdicating the rhetorical pulpit, he left it in the hands of those opposed to him. Houck then studies the economic rhetoric of Franklin Roosevelt as governor, candidate, president-elect, and finally president. He traces the key similarities and differences in Roosevelt's economic rhetoric with particular attention to an embodied economics, wherein recovery was premised less on mental optimism than a physical, active confidence.

We develop a novel measure of U.S. populist rhetoric. Aggregate Populist Rhetoric (APR) Index spikes around populist events. We decompose the APR Index into sub-indices. We show that APR Index and International Relations sub-index are negatively priced in the cross-section of currency excess returns. Currencies that perform well (badly) when U.S. populist rhetoric is high yield low (high) expected excess returns. Investors require high risk premium for holding currencies which underperform in times of rising U.S. populist rhetoric, especially in the post-crisis period. A long-short strategy that buys (sells) currencies with high (low) exposure to U.S. populism offers strong diversification benefits.

Economy and Rhetoric of Exchange in Early Modern Spain by Eduardo German Ruiz Doctor of Philosophy in Hispanic Languages and Literature University of California, Berkeley Professor Ignacio Navarrete, Chair In this dissertation I analyze four canonical works (Lazarillo de Tormes, La Vida es Sueño, "El Celoso Extremeño," and Heráclito Cristiano) with the goal of highlighting material-economic content and circumstantial connections that, taken together, come to shape selfhood and identity. I use the concept of sin or scarcity (lack) to argue that Lazarillo de Tormes grounds identity upon religious experience and material economy combined. In this process the church as institution depends on economic forces and pre-capitalistic profit motivations as well as rhetorical strategies to shape hegemonic narratives. Those strategies have economic and moral roots that, fused together through intimate exchanges, surround and determine the lacking selfhood represented by the title character. La Vida es Sueño begins with defective selfhoods, too. Segismundo and Rosaura must negotiate spatial reinsertions and organic reconstitutions through material and rhetorical exchanges that, in the end, also shape their identities. One of the rhetorical exchanges in Calderón's play adopts the form of an intertextuality, specifically a pretextuality that harks back to one of El Conde Lucanor's medieval examples, which is grounded upon the "material" notion of hunger and the related theme of the master-and-slave dynamic between an ignorant master and his wise servant. In the Cervantes tale of the jealous man this dynamic of mutual inscription undergoes a renewal via the capitalistic and colonial circumstance faced by Carrizales, the protagonist. First he has to escape his circumstance; then he has to undergo reinsertion in order to survive as a functioning but deeply troubled self. His project of a viable selfhood appears unachievable unless through the added space and agency of colonial alterity. Only in this way can the subject be fulfilled and hegemonic narrative reconstituted, even if an ultimate or potential downfall also dooms the protagonist. Hence the slave plays an essential role in the formation of hegemonic identity (represented by Carrizales). The slave, one of the incarnations of dominant discourse, occupies an interstitial space, which allows him to expose, undermine, and ultimately make available to discourse such transformative powers as are required for hegemonic continuation. Finally I study Francisco de Quevedo's metaphysical poetry in Heráclito Cristiano and trace there some of the colonial metaphors that, through their economic weight, pull the metaphysical content towards the sinner's physical suffering, manifested psychologically as a need for conversion and a keen awareness of grotesque death.

He took care to hide his polio-induced lameness both visually and verbally. As the transition from socialism to a market economy gathered speed in the early 1990s, many people proclaimed the final success of capitalism as a practice and neoliberal economics as its accompanying science. The rise of Bitcoin and related digital currencies has been accompanied by a proliferation of discourse about these technologies, including debates about their value and status as forms of money. This dissertation examines digital currency discourse from a rhetorical perspective, and traces the development and impact of a key trope of early Bitcoin discourse--the application of commodity money rhetoric to Bitcoin--to understand the rhetorical construction of Bitcoin. It argues that early attempts to establish Bitcoin as a form of money, which figured Bitcoin as a "natural" entity beyond the reach of community politics, produced an unanticipated rhetorical fallout: the displacement of the politics of the Bitcoin community onto the development of Bitcoin as a technology. It further argues that this early displacement continues to influence the rhetorical dynamics of Bitcoin and its heirs by shaping subsequent debates over digital currency governance and valuation.

Is China-bashing on the campaign trail more than just “cheap talk”? If campaign appeals are reliable indicators of future legislative activity, then democratic signals may be less noisy than cynics complain, adding micro-level evidence of democratic credibility in international politics. While not the intended audience of campaign ads, Chinese policymakers may overhear and draw inferences about U.S. policy. We show that when challengers attacked on the campaign trail during the 2010 midterm elections, successful challengers and victorious incumbents were subsequently more likely to sponsor anti-China legislation. Moreover, China recognized that Congressional attention to China's exchange rate put pressure on the White House as the election approached, affecting the timing of Chinese revaluation to prevent an international confrontation. Using time series data over the 110th-112th sessions of Congress, we show that increases in congressional activity were associated with increases in the Chinese exchange rate.
