En las últimas décadas, el número de profesionales que ingresan cada año al mercado laboral peruano se ha multiplicado 65 veces. Hoy en día, estudian en el Perú medio millón de jóvenes en 85 universidades, mientras que otros cerca de cuatrocientos mil jóvenes se forman en más de un millar de institutos superiores no universitarios. Todos los años siguen egresando en nuestro país cerca de cien mil profesionales universitarios y técnicos con estudios superiores. Y muchos se preguntan si vale la pena todo este esfuerzo de inversión individual, familiar y como sociedad en su conjunto.La presente investigación encuentra evidencia mixta acerca de la rentabilidad de la inversión en educación superior en el mercado laboral peruano. Gracias a la convexificación de los retornos a la educación, la educación universitaria (tanto privada como pública) ofrece en la actualidad rentabilidades privadas y sociales comparables, en términos reales, con otras alternativas de inversión financiera y económica disponibles en el país. En cambio, la educación superior no universitaria tiene rentabilidades privadas y sociales muy por debajo de cualquier inversión alternativa disponible, e incluso cercanas a cero en términos reales.

La educación superior en América Latina y el Caribe (ALC) ha experimentado un extraordinario crecimiento con la llegada del nuevo milenio, pero la matrícula en programas de ciclo corto (PCC) sigue siendo relativamente baja. Los PCC —más cortos y prácticos que los programas universitarios— pueden generar capital humano calificado en poco tiempo. La crisis económica provocada por la pandemia del Covid-19 ha acentuado tendencias latentes como la automatización, el uso de plataformas electrónicas y la necesidad del aprendizaje a lo largo de la vida. Para hacer frente a estas demandas, se hace indispensable la formación complementaria y readaptación profesional de la población —una tarea particularmente adecuada para los PCC. La vía rápida hacia nuevas competencias: programas cortos de educación superior en América Latina y el Caribe explora los resultados del mercado laboral y los retornos de los PCC, estudia quiénes son sus proveedores e identifica las prácticas adoptadas por los mejores programas. Este volumen, fundamentado en datos exclusivos que incluyen una novedosa encuesta a directores de PCC en cinco países de ALC, concluye que, si bien los PCC generan, en promedio, buenos resultados en el mercado laboral, su calidad varía en gran medida. Los proveedores de PCC se adaptan con rapidez y flexibilidad a las necesidades de la economía local, y las prácticas específicas relacionadas con el personal docente, el apoyo a la búsqueda de empleo y la interacción con los posibles empleadores constituyen características inherentes a los mejores programas. Why hope matters as a metric of economic and social well-being In a society marked by extreme inequality of income and opportunity, why should economists care about how people feel? The truth is that feelings of well-being are critical metrics that predict future life outcomes. In this timely and innovative account, economist Carol Graham argues for the importance of hope—little studied in economics at present—as an independent dimension of well-being. Given America’s current mental health crisis, thrown into stark relief by COVID, hope may be the most important measure of well-being, and researchers are tracking trends in hope as a key factor in understanding the rising numbers of “deaths of despair” and premature mortality. Graham, an authority on the study of well-being, points to empirical evidence demonstrating that hope can improve people’s life outcomes and that despair can destroy them. These findings, she argues, merit deeper exploration. Graham discusses the potential of novel well-being metrics as tracking indicators of despair, reports on new surveys of hope among low-income adolescents, and considers the implications of the results for the futures of these young adults. Graham asks how and why the wealthiest country in the world has such despair. What are we missing?
