The Universalism of Human Rights
Author: Rainer Arnold
Publisher: Springer Science & Business Media
ISBN: 9400745109
Category : Law
Languages : en
Pages : 435
Book Description
Is there universalism of human rights? If so, what are its scope and limits? This book is a doctrinal attempt to define universalism of human rights, as well as its scope and limits. The book presents tests of universalism on international, regional and national constitutional levels. It is maintained that universalism of human rights is both a ‘concept’ and a ‘normative reality’. The normative character of human rights is scrutinized through the study of international and regional agreements as well as national constitutions. As a consequence, limitations of normativity are identified, usually on the international level, and take the form of exceptions, reservations, and interpretations. The book is based on the General and National Reports which were originally presented at the 18th International Congress of the International Academy of Comparative Law in Washington D.C. 2010.

Effets Des Transformations Du Gouvernement Sur Le Programme Des Langues Officielles Du Canada
Author: Canada. Office of the Commissioner of Official Languages
Publisher: Commissaire aux langues officielles
ISBN:
Category : Language Arts & Disciplines
Languages : fr
Pages : 84
Book Description
This study maps the evolution of institutional change in Canada's public sector from the early 1980s, beginning with the Nielsen Task Force in 1984, through to Public Service 2000 in 1989, the 1994 and 1996 Program Review exercises and the federal government's ongoing renewal initiative. It then examines the transformation and creation of several federal institutions, including the Canadian Tourism Commission and the Canada Business Service Centres, as well as the government's plans for a new parks agency and a revenue and customs agency. It also reviews federal provincial negotiations in social housing, in immigrant settlement services and in regard to the federal Contraventions Act, as well as the transfer of health services to the Yukon government. To complete the picture, the study considers the evolving relationship between central agencies and other federal institutions in the management of the official languages program and the present state of institutional two-language capability in the federal Public Service.
