Research work by the IMF’s staff on the effectiveness of the country programs the organization supports, which has long been carried out, has intensified in recent years. IMF analysts have sought to “open up the black box” by more closely examining program design and implementation, as well as how these influence programs’ effectiveness. Their efforts have also focused on identifying the lending, signaling, and monitoring features of the IMF that may affect member countries’ economic performance. This book reports on a large portion of both the new and the continuing research. It concludes that IMF programs work best where domestic politics and institutions permit the timely implementation of the necessary measures and when a country is vulnerable to, but not yet in, a crisis. An inherited legacy of imbalances. Upon taking office in December last year, Argentina’s new government faced pervasive macroeconomic imbalances, microeconomic distortions, and a weakened institutional framework. These encompassed unsustainably high consumption levels, historically low levels of investment, and large fiscal deficits financed by money creation, which led to high inflation. Distortions at the micro level included an extensive network of administrative controls (for example, trade barriers, foreign exchange restrictions, and price controls) and a business environment that eroded competitiveness and undermined medium-term growth. The contents of this report constitute technical advice provided by the staff of the IMF to the authorities of the Republic of Uzbekistan in response to their request for technical assistance. The main objective of the mission was to assist the Central Bank of the Republic of Uzbekistan in improving the collection, processing, and dissemination of balance of payments, international investment position, and gross external debt statistical data, including improvement of the International Transactions Reporting System, as well as implementation of a medium-term program for further development. After the Republic of Uzbekistan authorities embarked on a course toward greater openness in the country, Uzbekistan made some progress in improving the production and dissemination of statistical data, but in addition to the gains that were seen, the mission noted a number of deficiencies in the External sector statistics compilation system. It is imperative to correct the methodology for calculating operations involving reinvested income for financial corporations and reflect the results obtained in the balance of payments.
