Excerpt from Reports From the Court of Claims, Submitted to the House of Representatives, During the First Session of the Thirty-Sixth Congress, 1859-'60: Five Volumes Fourth. That through the minister of his government at Madrid he applied for the appointment of a commission to liquidate his claims, and it was by that minister earnestly pressed on the Spanish govern ment. Fifth. That a commission, consisting of high officers of that govern ment, was in fact appointed by the King of Spain for that purpose that they required the surrender by Mr. Mead of his original proofs, and it was done that they strove by every lawful means to reduce the amount of his several claims; that their first report was returned to them for revision, and finally they succeeded in effecting a com promise by which his first demands were reduced to the amount now claimed.
