Increasingly frequent environmental exposures to hazardous substances present mental health professionals with groups and at times communities of people, faced with high levels of psychological threat. As a result of an increasingly industrial and technological society, a new type of group cohort has emerged – individuals exposed to hazardous substances that present the possibility of immediate and chronic threats to their health and their families’ health. This volume analyzes the politics of hazardous waste siting and explores promising new strategies for siting facilities. Existing approaches to waste siting facilities have almost entirely failed, across all industrialized countries, largely because of community or NIMBY (Not in My Backyard) opposition. This volume examines a new strategy, voluntary choice siting--a process requiring mutual decisions negotiated between facility developers and the host communities. This bottom-up approach preserves democratic rights, recognizes the importance of public perceptions, and addresses issues of equity. In this collection, an interdisciplinary group of experts probes recent examples of waste facilities siting in the United States, Canada, Germany, and Japan. Both the successes and the failures presented offer practical insights into the siting process. In 2018, the National Academies of Sciences, Engineering, and Medicine issued an Interim Report evaluating the general viability of the U.S. Department of Energy's National Nuclear Security Administration's (DOE-NNSA's) conceptual plans for disposing of 34 metric tons (MT) of surplus plutonium in the Waste Isolation Pilot Plant (WIPP), a deep geologic repository near Carlsbad, New Mexico. It provided a preliminary assessment of the general viability of DOE-NNSA's conceptual plans, focused on some of the barriers to their implementation. This final report addresses the remaining issues and echoes the recommendations from the interim study.
