This report contains the results of a simulation model used to project the long term impact of economic development resulting from distribution of City of Toledo water to the Wood County Water and Sewer District. The simulation model was developed using estimates based on historical impact of the Arrowhead Park, Maumee development on City of Toledo payroll tax revenue and property tax base. Three sets of simulation results for Wood County development are presented reflecting: best-case, most-likely-case, and worse-case scenarios. These alternative scenarios depend on the assumptions made regarding inputs to the simulation model.
