Galveston Bay has historically been one of the most productive areas for the harvesting of shellfish and other edible marine species. During recent years it has become surrounded by high concentrations of industry and urban life. Polluted wastewaters from many of these nearby industrial and municipal plants eventually discharge into Galveston Bay, especially by way of the Houston Ship Channel. IN 1971, nearly one half of Galveston Bay was closed to shellfish harvesting due to excessive bacteriological contamination and the proximity to sanitary and industrial waste effluents. Consequently on June 7, 1971 a Federal-State Enforcement Conference was convened in Houston, Texas (under the provisions of section 10 of the Federal Water Pollution Control Act) for the purpose of considering pollution affecting shellfish harvesting in Galveston Bay. A number of recommendations for future action were jointly decided upon, by the Environmental Protection Agency and the Texas Water Quality Board, regarding water quality and waste abatement. One recommendation called for an EPA/TWQB joint waste source survey of the Galveston Bay tributary system. This survey commenced during April 1972. It included detailed analyses and flow measurements on the wastewaters being discharged from about 65 industrial and municipal sewage treatment plants. Information gathered from these data and from inspections of the plants themselves are being presented in a series of fourty-four reports. All but two of these reports deal with the wastewaters being discharged by industrial facilities, which are principally petroleum refineries and petrochemical plants. These reports are presented herein as a four volume collection.
