The summary has been compiled on the same method as that described in the case of other trades (see Cotton and other Reports); it retains throughout the words of Witnesses and Firms, and therefore expresses their views on the state of the industry. The detailed statements of Witnesses and Firms upon which the summary is based are published in Sections III, IV and V of this volume and cover the period from 1904 to the end of 1908. Much evidence bearing on the Engineering Industries was also included in the Iron and Steel Report of the Tariff Commission. In all cases, except where otherwise stated, the statistics are based upon official returns and comparisons have been carried as far back as the official classifications allowed.
