I say so because I believe it would tend very much to increase the settlement of the country. Farmers have their sons growing up, and they do not know what they are going to do with them. They would naturally look for an outlet, and I think it would be a very strong inducement to them to settle as squatters if they had the freehold of their homesteads. The present system of giving six months' notice to quit, creates an unsettled feeling in the minds of the lessees, and they are compelled to put up straggling buildings as cheap as they can; otherwise they would erect substantial buildings, and put up fences, and by thus improving their stock and their occupations, they would raise the necessary produce for the supply of...
