Operational challenges to the military including those associated with power projection, information operations, space, urban operations, weapons of mass destruction and transnational threats and challenges are discussed. Specific concerns include: (1) terrorism, information operations, nuclear, biological and chemical weapons, missile proliferation and a host of transnational dangers may play a more prominent role; (2) our ability to rapidly and effectively project and sustain U.S. military power to distant regions may be challenged; (3) our space system vulnerability is increasing; and (4) the need to prepare ourselves to conduct operations in urban environments is increasing.

Transforming Defense: National Security in the 21st Century, the December 1997 final report of the National Defense Panel, discusses a "strategy" of transformation" and emphasizes systemic change in procurement. It refers to "lock-ins " for equipment purchases, "short technological life cycles," and "changing the defense structure." Several conclusions may be drawn from the report: The Information Age changes the dynamics of systems. Networks, flexible manufacturing just-in-time inventories, and "increasing returns" all influence the way systems will respond; Systems concepts that are relevant to defense policy and planning include: accelerators, lagged feedback, transient states, stocks and flows, and discontinuous change; The dynamics between reducing inventories and the resulting effects on production are no proportional reductions are more severe in the production sector than in inventory; Education in the dynamics of systems is needed within the Department of Defense to accommodate strategic planning for procurement.

This report identifies key lessons from the first National Defense Panel (NDP) and makes recommendations to the Congress, the administration, and future NDP management teams about how the process can be made more effective. The NDP was established by the 1996 Military Force Structure Review Act as an independent effort to provide guidance to the Secretary of Defense and the Congress on long-term defense strategies and force structure requirements. This report reviews the motivations for creating the NDP, its administrative and logistical experience, the NDP's relationship to the Quadrennial Defense Review (QDR), and the final NDP report. Some of the principal recommendations are that (1) the NDP should maintain its focus on defense issues, but do more to integrate its recommendations into the broader national security agenda; (2) future NDPs should be better coordinated with the defense planning cycle (i.e., the next NDP, preceding the next QDR, should complete its work before the new administration comes into office in 2001); and (3) future NDPs should deal more systematically with resource constraints than the first NDP.

The United States is at a critical crossroads. The world of today bears little resemblance to the recent past, and the world of tomorrow promises very different security challenges. While our military superiority seems unassailable, there is no guarantee that competitors will not emerge and put national interests at risk in the future. In the meantime the old world order has shifted, new nations have been born, non-state actors have become key players, economic power is ever more prominent, and technology is advancing at an increased pace. These dynamics have led to entirely new dimensions in the character of warfare. We are thus faced with transforming national security structures while not precipitously abandoning central military capabilities that have kept us secure over the last quarter century. We ignore this summons at the Nation's peril. To help meet the challenge Congress passed the Military Force Structure Review Act of 1996 which required the Department of Defense to undertake "a comprehensive examination of the defense strategy, force structure, force modernization plans. infrastructure, budget plan, and other elements of the defense program and policies with a view toward determining and expressing the defense strategy of the U.S. and establishing a revised defense program through the year 2005." The result of that effort was the Report of the Quadrennial Defense Review which was released in May 1997. It embraced Joint Vision 2010 as a template for transformation and offered a strategy of shape-respond-prepare allowing for the near simultaneous conduct of two major theater wars as well as smaller scale contingencies. It assumed an annual DOD budget of $250 billion extended over time and recommended no major changes in the "above the line" force structure (divisions, air wings, Marine expeditionary forces, and carrier battle groups).

This essay is a product of the Quadrennial Defense Review (QDR) 2001 Working Group, a project of the Institute for National Strategic Studies at the National Defense University, Sponsored by the Chairman of the Joint Chiefs of Staff, the working group is an independent, honest-broker effort intended to build intellectual capital for the upcoming QDR. More specifically, it aims to frame issues, develop options, and provide insights for the Chairman, the services, and the next administration in three areas: defense strategy, criteria for sizing conventional forces, and force structure for 2005-2010. One of the group's initial tasks was to assess the future security environment to the year 2025. This was pursued by surveying the available literature to identify areas of consensus and debate and by deepening knowledge of asymmetric threats to the United States both at home and abroad, given their potential appeal to likely adversaries in view of America's conventional military superiority. The essay that follows grew out of that latter effort and reflects a growing consensus that the issues posed by asymmetric threats should occupy a more prominent place in defense strategy and force planning. This essay makes a unique contribution to the growing literature on asymmetric threats by providing a conceptual framework for thinking about such threats, offering an approach to determining which threats should receive the greatest attention from defense planners, and suggesting concrete steps that the Nation should take to address them.
