Excerpt from Report of the Commission on Waterways and Public Lands on the Water Resources of the Commonwealth of Massachusetts: Their Conservation and Utilization Together With the Report of the Engineer of the Commission, 1918 For the purposes of this investigation it was desired to make an estimate of the total potential water power of the State, based on the mean annual run-off rather than on the assump tions used by the Geological Survey. The total potential power is the equivalent of the total energy resulting from the fall of the total yearly flow through whatever head or fall may be available on the watershed in question This flow is never uniformly distributed; in the spring it reaches flood proportions, while during certain periods of the summer it may fall below 10 per cent. Of the average yearly flow. However, the total potential energy Of the water for the year is the same regard less of its distribution. Estimates for this figure have been made for the entire State and expressed in wheel horsepower on the basis of 80 per cent. Efficiency, for convenience of com parison with actual installed power. The method adopted has been to assume from the available data an average mean an nual run-ofl in second-feet per square mile of drainage area for each stream, and, by dividing the river into sections, to obtain for each section its potential power by combining the estimated unit flow and gross fall with the drainage area at the upper end of the section. This result is then reduced by 20 per cent. To allow for the loss in conversion into power by water wheels. The result gives the total potential energy of the water of any stream at 80 per cent. Efliciency, and may be considered either as horsepower generated continuously twenty four hours a day through out the year, or as horsepower years.
