That the governor by and with the advice and consent of the council shall in the month of December, 1907, appoint a tax commission of three competent persons, with a view to ascertaining whether the burdens of taxa tion can be equalized and additional sources of revenue discovered, who shall hold their omoe for one year from January 1, 1908, and no longer, and whose duty it shall be to thoroughly investigate and examine all the tax laws of the state and the systems of taxation prevailing else where, and their operation, and to make an exhaustive ex amination of the present assessment of taxable property in the state in order to determine in what particulars, if any, the tax laws of the state may be made more uniform and equitable in their operation; to ascertain new sources of revenue available to the state, and to make a full report to the legislature at its next biennial session upon all matters within their jurisdiction, or which they regard as of value upon the subject of taxation, with such recommendations as they think proper.
