The second volume in a trilogy which examines the politics, economics, culture and international relations of Chines from the mid-1950s to he mid-1960s, this volume tells the story of the Great Leap Forward--Mao's utopian attempt to propel China economically and socially into the twenty-fist century by mobilizing his nation's greatest asset: its disciplined, manpower. The effort produced economic disaster and political dissension, and helped to precipitate the Sino-Soviet split. Today's leaders point to it as the beginning of two decades of national trauma, which ended only after the death of Mao and the purge of the Gang of Four. Those leaders have recently authorized the release of a mass of new documentation in the form of political reminiscences, economic statistics, and leaders' speeches. This volume is the first scholarly work to use the new material comprehensively, weaving it into the narrative along with the contemporary record and the revelations published in Red Guard newspapers during the cultural revolution. The result is the most detailed account and analysis to date of what went wrong and why.

The Soviet response to the first edition of Reflections has been a prime example of the new openness under glasnost in discussing previously taboo subjects. Using new revelations—such as the fact that Moscow had twice as many troops in Cuba as the Kennedy administration believed—from key Soviet and Cuban Sources, Garthoff has revised his earlier analysis to produce the most accurate, eye-opening story yet of the 1963 crisis. In this book Raymond L. Garthoff, a participant in the crisis deliberations of the U.S. government, reflects on the nature of the crisis, it's consequences, and it's lessons for the future. He provides a unique combination of memoir, historical analysis, and political interpretations. He gives particular attention to the aftermath and "afterlife" of the crisis and to its bearing on current and future policy. In the first edition of the book in 1987 the Garthoff presented a number of facts for the first time. Since then, more information has become available, particularly form Soviet sources, in part from conferences in which Garthoff participated but even more from individual interviews and research. This new information, much of it presented here in this volume for the first time, helps to fill in gaps in our knowledge about events and motivations on the Soviet side. More importantly, it enlarges our understanding of the crisis interaction.

This is a new and thorough revision of a recognized classic whose first edition was hailed as the most authoritative account in English of the governing of the Soviet Union. Now, with historical material rearranged in chronological order, and with seven new chapters covering most of the last fifteen years, this edition brings the Soviet Union fully into the light of modern history and political science. The purposes of Fainsod's earlier editions were threefold: to explain the techniques used by the Bolsheviks and Stalin to gain control of the Russian political system; to describe the methods they employed to maintain command; and to speculate upon the likelihood oftheir continued control in the future. This new edition increases very substantially the attention paid to another aspect of the political process--how policy is formed, how the Soviet Union is governed. Whenever possible, Mr. Hough attempts to analyze the alignments and interrelationships between Soviet policy institutions. Moreover, he constantly moves beyond a description of these institutions to probe the way they work. Two chapters are devoted to the questions of individual political participation. Other chapters examine the internal organization of institutions and explore the ways in which the backgrounds of their officials influence their policy positions and alliances.
