"Reorganization Plan No. 1 deals with a reorganization of the Executive Office of the President and the organizational units presently contained therein. Although the President's message to Congress relates a number of matters involving reorganization of the Executive Office not contained in the plan, the plan, itself, upon which we must act, will essentially do the following: 1. Redesignates the Domestic Council as the Domestic Council Staff. 2. Establishes a Central Administrative Unit within the Executive Office to provide the components of that Office with administrative services. 3. Abolishes the Domestic Council, the Office of Drug Abuse Policy, the Office of Telecommunications Policy, and the Economic Opportunity Council. 4. Establishes an Assistant Secretary in the Department of Commerce for Communications and Information. 5. Transfers to the President certain functions currently vested in the Office of Science and Technology Policy, the Office of Telecommunications Policy, the Office of Drug Abuse Policy, and the Domestic Council, and certain other transfers to the President"--Page 1/2.
