This book arises from a meeting held at Wiston House, Sussex, UK, in September 1987. The meeting brought together academic, governmental and industrial experts from eight countries to discuss the increasingly important sUbject of the relations between civil and defence technologies. It was primarily funded under the Advanced Research Workshops Programme of NATO's Scientific Affairs Division, and was the first science policy workshop funded by the Programme. Additional financial support came from the Leverhulme Trust. The choice of topic, of speakers and, finally, of papers to be published was entirely ours. The conclusions reached were our own and those of the partIcipants. They were not in any way guided by NATO; nor do they represent NATO policy. We speak for all the participants in offering our thanks to the NATO SCIentific Affairs Division, especially Secretary General Durand and Dr. Craig Sinclair, for rnei r- generosity and encouragement. WIthout them this book would not exist. A North Atlantic Treaty Organization (NATO) Advanced Studies Institute (AS I) on Defense Conversion Strategies was held at the Atholl Palace Hotel, Pitlochry, Perthshire, Scotland, from July 2 through July 14, 1995. This publication is the proceedings of the Institute. The NATO Advanced Studies Institute program of the NATO Science Committee is a unique and valuable forum under whose auspices over one thousand international tutorial meetings have been held since the inception of the program in 1959. The ASI is intended to be primarily a high-level teaching activity at which a carefully defined subject is presented in a systematic and coherently structured program. The subject is treated in considerable depth by lecturers eminent in their fields and of international standing. During the Iran-Iraq war, hundreds of merchant vessels were attacked, more than 400 seamen killed and millions of dollars' worth of damages were suffered by owners, charterers and insurers. In the most sustained assault on merchant shipping since the Second World War, the control of shipping routes, destruction of enemy and enemy-allied ships, and the protection of oil exports, were key objectives. These campaigns touched the economic and security interests of the Gulf states by threatening their exports and highlighting their political and military vulnerability. The ripples of the tanker wars extended well beyond the region with attacks on vessels with foreign flags which invoked international concern and drew in foreign naval forces.

From a cold war peak of some $1000 billion per annum, world military expenditure has declined by about 40% since 1990, reaching its lowest level for thirty years. With such significant decline in global public expenditure committments to the defence sector, a substantial and lasting peace dividend was anticipated. Most governments believed that market forces, left more or less to their own devices, would deal effectively with this major exogenous shock and generate sufficient new economic activity to allow increased public expenditure on health, education and welfare. The approach of this book is to challenge the fundamental but flawed belief that a substantial and lasting peace dividend could be secured through market solution alone. The principal assertion is that market adjustment by itself cannot deliver such a dividend.The book focuses on the major aspects of the economic, business and security consequences of post Cold War defence expenditure reduction. Key problems obstructing optimal market response are identified and possible remedial action by government and others is considered.
