Book Description
Since 1990, the Dept. of Defense's (DoD) management of its major weapon acquisitions has been designated as a high-risk area; however, DoD's problems delivering weapon systems on time, at the estimated cost, in the planned amounts, and with the promised performance go back decades. Reexamining Military Acquisition Reform: Are We There Yet?.

Book Description
The Department of Defense (DoD) has a long history of seeking improvements in the way it goes about buying new weapon systems. In the past two decades alone, DoD has mounted two distinct movements that each carried the title "Acquisition Reform" (AR).' In the 1980s, reform efforts focused on reducing "waste, fraud, and abuse" in the system. In the 1990s, the emphasis shifted toward trying to make the acquisition process more responsive, effective, and efficient i.e., "faster, better, cheaper." Initiatives launched in the 1990s to support the latter goals included legislative changes to allow for more streamlined procurements, reductions in internal paperwork and required reviews, greater use of commercial practices, and expanded attempts to use the private sector to do more of the jobs traditionally done by government. DoD also sought ways to make it easier and more attractive for companies that previously had never worked for the DoD to begin pursuing military contracts; this was seen as a way to allow the military to tap into the expanded creativity and innovative prowess in developing and applying new technology that had come to the fore in the private sector, particularly in the 1990s.

Chinese Military Reform in the Age of Xi Jinping: Drivers, Challenges, and Implications
Author: Joel Wuthnow
Publisher: Government Printing Office
ISBN: 9780160937873
Category : History
Languages : en
Pages : 100
Book Description
China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.
