At the border where Brazil, Paraguay, and Argentina meet under the scrutiny of the US and Mercosur (the large South American trade bloc), Arabs have long fulfilled what author John Tofik Karam calls a "manifold destiny." Karam casts Lebanese, Palestinians, and Syrians at this American border as circumstantial protagonists of a hemispheric saga. For the more than six decades since they started settling at the trinational border between Brazil, Paraguay, and Argentina, Arabs have animated the hemisphere. Their transnational economic and social projects reveal a heretofore unacknowledged venue of exceptional rule in which the community accommodates and abides multiple states' varied suspensions of norms and laws. Arabs set up businesses and community centers at the border under authoritarian military governments between the 1950s and 1980s; thereafter, when denied full democratic enfranchisement, they instead underwent increasing surveillance from the 1990s to today. Karam reveals an unfinished history of exceptional rule that Arabs accommodate from an authoritarian past to a counterterrorist present. Karam's riveting account draws on anthropological and historical research from each side of this trinational South American border, as well as from the US—where government bureaucrats still suspect Arabs at the border of would-be-terrorist subversion. This volume provides an analytical and facts-based overview on the progress achieved in water security in Latin America and the Caribbean (LAC) region over during the last decade, and its links to regional development, food security and human well-being. Although the book takes a regional approach, covering a vast of data pertaining to most of the LAC region, some chapters focus on seven countries (Argentina, Brazil, Chile, Colombia, Costa Rica, Mexico and Peru). A full understanding of LAC’s trends progress requires framing this region in the global context: an ever more globalized world where LAC has an increasing geopolitical power and a growing presence in international food markets. The book’s specific objectives are: (1) exploring the improvements and links between water and food security in LAC countries; (2) assessing the role of the socio-economic ‘megatrends’ in LAC, identifying feedback processes between the region’s observed pattern of changes regarding key biophysical, economic and social variables linked to water and food security; and (3) reviewing the critical changes that are taking place in the institutional and governance water spheres, including the role of civil society, which may represent a promising means to advancing towards the goal of improving water security in LAC. The chapters in this volume are peer reviewed editions of the papers presented at the 7th meeting of the Rosenberg International Forum on Water Policy which was held in Buenos Aires, Argentina on November 15-17, 2010. The theme for Forum VII was Water for the Americas: Challenges and Opportunities. This Forum was unique in examining the water problems of the Americas and identifying water management experience gleaned in other parts of the world that might be useful in addressing the problems of the Americas. The sessions illustrated how the water problems of the Americas are common problems, differing only in degree from basin to basin. There was unanimity among the participants about the need for all inhabitants of the Americas to work together to ensure that everyone has access to adequate quantities of healthy water supplies and to appropriate sanitation services. This volume’s approach is to identify different responses and policies that address common issues and learn from contrasts and experiences. The value and potential that this approach affords is that it provides critical judgments about what has worked well and what needs to be done to gain a better future for the Americas’ water resources and society. Some issues covered in the volume are so pressing and urgent, chief among them is serving the unserved, that any delays putting out new facilities in many a rural areas of Central America may cost lives and reduce the outlook for children. En La evolución geográfica de la productividad y el empleo: Ideas para lograr un crecimiento inclusivo a través de una perspectiva territorial en América Latina y el Caribe se utiliza una perspectiva territorial para comprender las tasas de crecimiento económico persistentemente bajas de América Latina y el Caribe (ALC). Utilizando nuevos datos y métodos, se muestra que la desindustrialización, la distancia y las divisiones son factores interrelacionados que explican la paradoja de la productividad urbana en ALC, a saber: las ciudades densamente pobladas deberían estar entre las más productivas del mundo, pero no lo están. Las ciudades de ALC se han visto frenadas por la falta de dinamismo, la mala conectividad y las divisiones en barrios pobres y prósperos desconectados. A causa de la desindustrialización, el empleo urbano se ha desplazado, especialmente en las ciudades más grandes de la región, de las manufacturas a actividades no comercializables menos dinámicas y de baja productividad, como el comercio minorista y los servicios personales y de otra índole, que se benefician menos con la aglomeración, sobre todo en ciudades muy congestionadas. Si bien el empleo en el sector de los servicios comercializables urbanos ha aumentado, el alza ha sido lo suficientemente firme como para compensar la disminución del empleo en el sector manufacturero. Al mismo tiempo, los problemas de conectividad interurbana han menoscabado el desempeño de la red de ciudades de la región, dado que restringen el acceso a los mercados y la capacidad de las empresas para beneficiarse de la especialización reubicándose en ciudades más pequeñas. Dentro de las ciudades, la conectividad deficiente y la segregación del mercado laboral residencial han limitado los beneficios de la aglomeración a los vecindarios de los distritos comerciales centrales donde operan las empresas formales. La informalidad ha persistido en los barrios de bajos ingresos, cuyos habitantes enfrentan múltiples privaciones. En cambio, muchas zonas agrícolas y mineras se han beneficiado con la fuerte demanda de productos básicos por parte de China y otras economías de rápido crecimiento, particularmente durante la década dorada (2003-13), lo que llevó a una disminución de la desigualdad territorial en la mayoría de los países de la región. Se concluye que, para fomentar el crecimiento inclusivo, los países deben transformar más eficientemente la riqueza natural en capital humano, infraestructura e instituciones, y mejorar la competitividad de la economía urbana. En tal sentido, se esbozan los contornos de dicha strategia de desarrollo, identificando las prioridades en materia de políticas a nivel nacional, regional y local.
