Constructed between November 1950 and March 1955, the Savannah River Site (SRS) nuclear production facility was a product of the Cold War and its accompanying arms race. The first Soviet atomic detonation in 1949 shook the foundations of American Cold War diplomacy. Although the diplomatic situation with the Soviets had never been amicable since the end of World War 2, the atomic bomb had provided a psychological edge for American policy makers. Worried about the military balance of power in the aftermath of the unanticipated Soviet test, President Harry S. Truman authorized research for construction of a hydrogen or fusion weapon. The program required a new nuclear weapons facility to produce the hydrogen isotope tritium in sufficient quantities to create a large stockpile of fusion weapons.

A review of the Savannah River Site (SRS) Probabilistic Risk Assessment (PRA) has been performed by a review committee organized by the US Department of Energy (DOE) and its contractor, EG & G Idaho, Inc. The High-Level Peer Review Committee (referred to as ''the Committee'' in this report) members are identified in Section 2. The main purpose of the review has been to provide assurance that the SRS PRA is responsive to safety issues associated with the restart and continued operation of the Savannah River reactors. The Committee members are all experienced practitioners of PRA, and several of the members have been deeply involved In a concurrent, detailed review of the SRS PRA. Source material and expertise available to the Committee included the SRS PRA document itself issued August 31. 1989, and Interaction with key PRA and plant experts at both the Savannah River Site and the Los Alamos National Laboratory (LANL), who had performed an independent PRA evaluation of the SRS K-reactor. The cooperation and support received from those connected with the review were outstanding.

Several developments have occurred since the 32nd WANTO Meeting that effect the status of the Savannah River Site. A request to restart K-Reactor was issued after nearly three years of intensive engineering analysis, procedure revisions and enhanced operator training to upgrade all aspects of reactor operation. In early December 1991, the Westinghouse Savannah River Company requested permission from DOE to start the K-Reactor. In mid-December the DOE and the Defense Nuclear Facility Safety Board concurred with readiness to operate and a Federal Circuit Court of Appeals ruled against a lawsuit to delay restart until a cooling tower is completed. The K-Reactor was restarted and has been in an evaluation and testing mode. Full power operation at thirty percent of maximum capacity is projected for March 1992 after which actual tritium generation will begin. Operation will continue until October when the cooling tower will be tied into the reactor cooling system. In conjunction with the restart of K-Reactor, the P-Reactor has been placed in permanent shutdown status and the L-Reactor has been placed in warm stand-by. In another reactor related situation, the DOE will delay the decision on construction of the New Production Reactor (NPR) until 1993. The choice of reactor type and location of the NPR will be integrated into the overall programmatic decision on Reconfiguration of the Weapons Complex. Finally, construction of the Replacement Tritium Facility (RTF) was resumed in December 1991 after several months stoppage for evaluation and revision of project funding procedures.
