The development of the Montreal highway system began about thirty years ago and the deterioration of the infrastructures is evident in many areas, consequently major reconstruction is required. The action plan for the period of 1988-1998 by the Quebec Ministry of Transportation therefore contains a vast program of rehabilitation for the Montreal regional highway system. For 1990, the reconstruction of the Metropolitan expressway, (A-40) will be conducted at an estimated cost of $55 million. The Metropolitan expressway conteds with a heavy traffic flow, more than 145 000 vehicles per day; therefore, major perturbations were expected. Consequently, a plan of measures to render the situation more tolerable was required. The authors thus undertook the planning and coordination of the work, as well as the management of transportation and traffic control. This presentation consists of an information synthesis describing the development of the reconstruction of the Metropolitan expressway, such as: the context and a description of the reconstruction work; the strategy adopted for the development and management of contracts; the mitigation measures elaborated by the technical committees which regroups the concerned intervening officers. AMong the proposed mitigation measures, they will certainly analyse and evaluate traffic control, public transit, signalization surveillance and security, environment and public information. They will also present the application of two innovative techniques such as the changeable message signs and the moveable barrier system. Finally, the first results obtained will be evaluated and presented.
