Based on a recently completed project of cultural consultation in Montreal, Cultural Consultation presents a model of multicultural and applicable health care. This model used clinicians and consultants to provide in-depth assessment, treatment planning, and limited interventions in consultation with frontline primary care and mental health practitioners working with immigrants, refugees, and members of indigenous and ethnocultural communities. Evaluation of the service has demonstrated that focused interventions by consultants familiar with patients’ cultural backgrounds could improve the relationship between the patient and the primary clinician. Approximately 2/3 of all children referred to mental health agencies are labeled as having Oppositional Defiant Disorder, Conduct Disorder, or Attention Deficit Hyperactivity Disorder. These children are at increased risk for poor outcomes including academic failure, deviant peer groups, drug use, violenece, and deliquency. Identifying and treating these children as early as possible offers promise for stregnthening child protective factors such as social, emotional, and academic competence and effective parenting, thereby preventing and reducing the development of conduct problems and other secondary risk factors. The book has two elements -- first it allows parents to tell thier stories: sharing what it is like to have a "problem" child as well as the long and painful route to finding support and recovery through parent and child training. The book also elucidates in detail the "collaborative process" of therapists working together with familes. This process combines the knowledge and expertise of the clinician with the unique stregnths, perspectives, culture and goals of parents. Essentially the goal is to empower parents by making them active partners in the therapy process, teaching them parenting strategies to cope effectively with their child and stregnthen their relationship as well as build support networks. The book uses case examples to illustrate these points and provides examples of how to tailor the parent programs for high-risk populations and multicultural families. This book is a valuable source of information on the long-term effects of early intervention programs on the education of children living in economically disadvantaged areas and in other contexts. Early intervention programs such as Head Start enjoy popular and legislative support, but until now, policymakers and practitioners have lacked hard data on the long-term consequences of such locally and federally mandated efforts. Success in Early Intervention focuses on the Child-Parent Center (CPC) program in Chicago, the second oldest (after Head Start) federally funded early childhood intervention program. Begun in 1967, the program currently operates out of twenty-four centers, which are located in proximity to the elementary schools they serve. The CPC program's unique features include mandatory parental involvement and a single, sustained educational system that spans preschool through the third grade. Central to this study is a 1986 cohort of nearly twelve hundred CPC children and a comparison group of low income children whose subsequent activities, challenges, and achievements are followed through the age of fifteen. The lives of these children amply demonstrate the positive long-term educational and social consequences of the CPC program. Arthur J.
