L’Europe de la Défense est à la croisée des chemins. Depuis 2016, à l’initiative de la France et de l’Allemagne, des initiatives fortes ont été lancées au niveau européen, en particulier la coopération structurée permanente, le fonds européen de défense, la revue annuelle coordonnée de défense ou le programme européen de développement de l’industrie de défense. Toutefois, elles restent encore à concrétiser et, le cas échéant, à être articulées avec l’OTAN qui, aujourd’hui encore, constitue un instrument incontournable de la défense européenne. Le présent rapport analyse l’ensemble de ces initiatives et propose des pistes pour une telle articulation. Il attire également l’attention sur les spécificités de la défense européenne et la nécessité, pour l’Europe, de viser à l’autonomie stratégique et opérationnelle. C’est à cette seule condition que l’Union européenne, dans un contexte sécuritaire actuel très dégradé, pourra répondre aux attentes de protection des citoyens européens.

While we tend to divide the world into Us and Them, a number of grey nuances exist beyond this white and black distinction. The purpose of this book is to address the fuzzy areas between Us and Them through the study of European belonging as it is represented in the French elite daily, Le Monde. Corpora collected from 2014 to 2017 are used for case studies in the framework of Discourse Analysis to look at the use of “Europe” in headlines, and the representation of the United Kingdom, Poland, Hungary, Romania, Ukraine, Belarus, and Turkey. The combination of these case studies allows to present a conceptual framework for the representation of Europe by Le Monde. However, beyond the study of what belonging to Europe means for Le Monde, this book is about the legitimacy of being “in-between”, i.e. belonging neither totally to Us nor to Them.

International law has long differentiated between international and non-international armed conflicts, traditionally regulating the former far more comprehensively than the latter. This is particularly stark in the case of detention, where the law of non-international armed conflict contains no rules on who may be detained, what processes must be provided to review their detention, and when they must be released. Given that non-international armed conflicts are now the most common form of conflict, this is especially worrying, and the consequences of this have been seen in the detention practices of states such as the US and UK in Iraq and Afghanistan. This book provides a comprehensive examination of the procedural rules that apply to detention in non-international armed conflict, with the focus on preventive security detention, or 'internment'. All relevant areas of international law, most notably international humanitarian law and international human rights law, are analysed in detail and the interaction between them explored. The book gives an original account of the relationship between the relevant rules of IHL and IHRL, which is firmly grounded in general international law scholarship, treating the issue as a matter of treaty interpretation. With that in mind, and with reference to State practice in specific non-international armed conflicts - including those in Sri Lanka, Colombia, Nepal, Afghanistan, and Iraq - it is demonstrated that the customary and treaty obligations of States under human rights law continue, absent derogation, to apply to detention in non-international armed conflicts. The practical operation of those rules is then explored in detail. The volume ends with a set of concrete proposals for developing the law in this area, in a manner that builds upon, rather than replaces, the existing obligations of States and non-State armed groups.

In recent years, critical interest in francophone literature has become increasingly pronounced. In the case of the French Caribbean, the work of several writers (Aime Cesaire, Frantz Fanon, Edouard Glissant and Patrick Chamoiseau, for example) has gained international recognition, and has formed a vital part of more general debates on history, culture, language and identity in the post colonial world. The majority of such writers, however, have been male and, perhaps recalling the preference that France has always shown for the island, have come in large part from Martinique. Mapping a Tradition: Francophone Women's Writing from Guadeloupe aims to explore a different side of francophone Caribbean writing through the examination of selected novels by Jacqueline Manicom, Michele Lacrosil, Maryse Conde, Simone Schwarz-Bart and Dany Bebel-Gisler. Placing the work of these writers in the context of that of their better-known, male counterparts, this study argues that it has provided an important mode of intervention in, and disruption of, a literary tradition which has failed to address questions of sexual difference and has often excluded issues relating to French Caribbean women. At the same time, this study suggests that Guadeloupean women's writing of the last thirty years may he seen to constitute a 'tradition' in itself, replete with its own influences and inheritances. At once within, and outside the 'dominant' tradition, women's writing from Guadeloupe - and Martinique - has come to occupy a position at the forefront of contemporary efforts to expand and redefine a still-burgeoning corpus of literary and theoretical work.
