Using national drug arrest data from 1980 to 2007, this report illuminates the persistence and extent of racial disparities in the so-called?war on drugs? in the United States. Although blacks and whites engage in drug offenses at roughly comparable rates, blacks have been consistently arrested for drug offenses at rates that are from 2.8 to 5.5 times higher nationwide than white drug arrest rates. In addition, this report reveals that among individual states, black drug arrest rates in a single year, 2006, ranged from 2 to 11.3 times higher than white rates. Finally, the report shows that since 1980, the preponderance of drug arrests have been for possession, not sales. Millions of Americans have acquired a criminal record because they engaged in the minor non-violent offense of drug possession. Human Rights Watch calls on the United States to revise its drug control policies to reduce reliance on criminal prosecution and address these troubling racial disparities.

This paper discusses key findings and recommendations of the Detailed Assessment Report on Anti-Money Laundering and Combating the Financing of Terrorism (AML/CFT) for Rwanda. Rwanda has taken considerable steps over the last years to establish a national AML/CFT framework. The Rwandan authorities have made great progress in modernizing the financial sector, and aim at making it more attractive to foreign investors. Although the risks of money laundering and terrorist financing do not appear to be particularly significant in Rwanda, further action should be taken to bolster the legal framework, improve its implementation, strengthen overall supervision of reporting entities within the financial sector, and mitigate the potential domestic and cross-border risks.

Building on the concept of depoliticization, this book provides a first systematic analysis of International Organizations (IO) apolitical claims. It shows that depoliticization sustains IO everyday activities while allowing them to remain engaged in politics, even when they pretend not to. Delving into the inner dynamics of global governance, this book develops an analytical framework on why IOs "hate" politics by bringing together practices and logics of depoliticization in a wide variety of historical, geographic and organizational contexts. With multiple case studies in the fields of labor rights and economic regulation, environmental protection, development and humanitarian aid, peacekeeping, among others this book shows that depoliticization is enacted in a series of overlapping, sometimes mundane, practices resulting from the complex interaction between professional habits, organizational cultures and individual tactics. By approaching the consequences of these practices in terms of logics, the book addresses the instrumental dimension of depoliticization without assuming that IO actors necessarily intend to depoliticize their action or global problems. For IO scholars and students, this book sheds new light on IO politics by clarifying one often taken-for-granted dimension of their everyday activities, precisely that of depoliticization.
