The Redress Movement refers to efforts to obtain the restitution of civil rights, an apology, and/or monetary compensation from the U.S. government during the six decades that followed the World War II mass removal and confinement of Japanese Americans. Early campaigns emphasized the violation of constitutional rights, lost property, and the repeal of anti-Japanese legislation. 1960s activists linked the wartime detention camps to contemporary racist and colonial policies. In the late 1970s three organizations pursued redress in court and in Congress, culminating in the passage of the Civil Liberties Act of 1988, providing a national apology and individual payments of $20,000 to surviving detainees.

This dramatic reversal gave rise to intense political and cultural battles, pitting refugee advocates against determined opponents who at times successfully slowed admissions. The first comprehensive historical exploration of American refugee affairs from the midcentury to the present, Americans at the Gate explores the reasons behind the remarkable changes to American refugee policy, laws, and programs. Carl Bon Tempo looks at the Hungarian, Cuban, and Indochinese refugee crises, and he examines major pieces of legislation, including the Refugee Relief Act and the 1980 Refugee Act. He argues that the American commitment to refugees in the post-1945 era occurred not just because of foreign policy imperatives during the Cold War, but also because of particular domestic developments within the United States such as the Red Scare, the Civil Rights Movement, the rise of the Right, and partisan electoral politics. Social change advocates won a remarkable series of victories during the 20th century. This study examines both successful and unsuccessful efforts, ranging from the women's suffrage movement of the 1910s to the divisive debate between Gore and Nader supporters during the 2000 election. Halpern details the ingredients essential to shaping progressive campaigns. While left-wing activists sustained grass roots movements and worked with allies in left-center coalitions, trade unions energized by progressive activists gave the efforts institutional weight with crucial assistance from Democratic presidents committed to liberalism. Frequently facing repression, left-wingers nevertheless managed to pass their values on to their children, who in turn sustained new sets of social movements. Leftists worked alongside other progressives to form left-center coalitions on issues such as Civil Rights and labor law reform. Influenced by liberalism, Roosevelt, Johnson, and Kennedy gave crucial assistance to the social change process. Shying away from liberalism, Carter and Clinton and Vice President Gore failed to provide comparable assistance, disappointing progressive activists and unions and leading to important setbacks. Whether the Democratic Party will once again seek to elect a president with a liberal vision to assist a revitalized labor movement, a newly energized left, and left-center coalitions in the social change process remains to be seen.

This volume contains the proceedings of the International Conference The Presidency of James Earl Carter Junior. Between Reformism, Pacifism and Human Rights, held in Rome on April 28, 2016, at the Institute Santa Maria in Aquiro, with the Senate of the Italian Republic patronage. Forty years after his election to the White House, it was deemed necessary to reflect on the political activity of a President little considered, until now, by the Italian historiography. The Carter Presidency, inspired since its inception by a predominant religious sentiment, was marked by a clear break with the past. Themes such as the respect for human rights, dialogue with the historic Soviet enemy, pacifism as a weapon of the Middle East problem resolution, industrial development through a sustainable approach were introduced right from the thirty-ninth occupant of the White House. At the presidential elections of 1980, which saw him clash with the Republican Ronald Reagan, Carter paid especially the failures of his reform and economic policy: the US economic difficulties and the significant increase in the unemployment rate were the main reasons that cost him his reelection. Reformism, pacifism, respect for human rights: concepts that would continue to inspire Carter’s policy, despite the defeat against Reagan.
