The United States of America (USA) uses multilateralism in diplomacy and in action to generate foreign public support for its use of force abroad. A typical multilateral diplomacy is done by obtaining the United Nations (UN) Security Council's resolution (i.e. UN flag) to authorize a military action. By contrast, examples of multilateralism in action are the multinational forces, the so-called "Coalition of the Willing" and "Many Flags Program." While scholars have empirical evidence that the multilateralism in diplomacy generates foreign domestic support for the use of force, there is no equivalent study for multilateralism in action. We do not know if or how much the two types of multilateralism would differ in inducing foreign domestic support for a military action. This study, by using Japan as a field of survey experiment, answers these questions.
