Book Description
This book discusses the Europeanization of Turkish public administration since the early 2000s, offering an analysis of the transformation and basic features and problems of Turkish public administration in relation to the EU accession process. The book consists of six chapters and a conclusion. The first chapter sets the stage by evaluating the public administration reforms in Turkey from the perspective of Europeanization and the European Administrative Space (EAS). The second chapter discusses the administrative procedures based on the European Union’s Charter of Fundamental Rights, and explains the EU’s relationship with accountable government and democracy. The third and fourth chapters examine the steps taken to improve civic participation in decision-making processes, and assess local governance reforms in Turkey with reference to Europeanization processes and the “policy windows” approach developed by Kingdon. The next chapter addresses regionalization in Europe and its parallels in Turkey, especially in the context of the foundation of regional development agencies. Lastly, the book presents the reactions to the fragmentation of government envisaged by New Public Management (NPM) reforms and describes practices beyond fashioning an integrated administration. It also explores the transformation of the executive organ in terms of its change in status, in relation to other centers of political power. The conclusion provides an overview of the apparent oscillation of Turkish public administration in the 21st century, in terms of Europeanization processes. This book is useful for academics studying public administration, public management reforms, Turkish politics, and the European Union, as well as government and diplomatic professionals in Turkey and the EU, especially those dealing with enlargement issues.

Book Description
This book explores the transformation in the healthcare system in Turkey since 2003, which has been portrayed as a benchmark for building universal healthcare systems in emerging market economies. Focussing on healthcare politics in an under-researched developing country context, it fills a significant lacuna in existing scholarship. This study answers these questions: What were the political dynamics that enabled the introduction of healthcare reform in Turkey? What political conflicts did the reform generate? How and to whose benefit have these conflicts been resolved? Drawing on qualitative interviews with a diverse set of actors, Yılmaz explores the actors’ subjective interpretations of the reform, the discourses and strategies they used to influence the reform, and the changing healthcare politics scene. He demonstrates that the reform has been a complex political process within which actors negotiated whether and to what extent healthcare remains a citizenship right or a commodity. This book will appeal to students and scholars of social policy, politics, health policy, public health and sociology.

Book Description
As the field of public administration has been changing due to globalization, government reforms, and increasing governance practices within intergovernmental networks, research and teaching in public administration also adapted itself to these changes. Public policy research and instruction has become transformed and has diffused into other countries with the help of international organizations and other agents of change and transfer. Research in this field is seen as an opportunity for a definitive shift from traditional models of public administration in the sense that policies may be better designed, articulated, and governed through a collaborative approach, while service provision could be enhanced in terms of proximity, representativeness, and innovativeness. The Handbook of Research on Global Challenges for Improving Public Services and Government Operations provides comprehensive approaches to the study of public administration and public policy from a comparative perspective and includes sound theories and concepts for understanding opportunities and challenges governments face when seeking to improve public services and government operations. The book is a compilation of selective high-quality chapters covering cases, experiences, and practical recommendations on topics related to public administration, public policy, social policy, public management, and public affairs. This book is ideal for policymakers, students, and researchers in the field of public administration, public policy, governance, public management, public affairs, citizen engagement, and administrative sciences and management along with practitioners, stakeholders, and academicians interested in the best practices of various countries in public administration and policy.
