Book Description
This paper examines cross-country perspectives on economies with large banking systems relative to GDP. As such economies tend to have domestic institutions with major foreign currency cross-border activities, strong links are generated between the health of the financial system and sovereign sustainability. These links are of central interest to the paper. It does not cover off-shore centers as their international links tend to be relatively unrelated to domestic activities. To make the analysis more concrete, the experience of five economies—Hong Kong SAR, Iceland, Ireland, Singapore, and Switzerland—are featured (plus a Box on the Benelux region). These economies had large and relatively diversified international banking sectors compared to their fiscal capacity before the global financial crisis of 2007–09, and divergent experiences over the crisis. The paper analyzes the reasons for these outcomes. (A range of private and public sector individuals were interviewed during missions to Belgium, Hong Kong SAR, Ireland, Singapore, Switzerland, and the United Kingdom.)

Pursuant to paragraph 19(a) of the NAB Decision, the Executive Board is to take a decision on the renewal no later than twelve months before the end of the NAB Decision, i.e., by November 16, 2016.1 Once a decision on renewal is taken, the new NAB period would become effective on November 17, 2017. In renewing the NAB Decision, the Fund and NAB participants are to review the functioning of the NAB Decision and, in particular, the experience with the procedures for activation. Book Description
The FY 11–13 medium-term budget (MTB) presented in this paper brings to a close the three-year restructuring effort that began with the FY 09–11 MTB. It secures savings of $100 million in real terms while providing sufficient financing for structural operations and the Fund’s response to the global financial crisis. This budget has been crafted in a period of uncertainty regarding the final scope and duration of the financial crisis as well as the ongoing responsibilities that the Fund may retain even as the crisis unwinds. There is also uncertainty about new responsibilities that may result as a review of the Fund’s mandate is undertaken. Addressing these items will be part of the work agenda to be undertaken in the coming year.

With the crisis exacerbating prepandemic vulnerabilities, country prospects are diverging. Book Description
This paper presents a proposal for aggregate reduction of the New Arrangements to Borrow (NAB) by 16.8 percent (SDR 61.3 billion), while broadly preserving relative shares of NAB participants, in line with guidance by the BoG Resolution No. 79-1 on the Sixteenth General Review of Quotas (adopted on December 15, 2023). The objective is to maintain the Fund’s lending capacity as a result of the proposed 50 percent quota increases, conditional on a reduction (“rollback”) in the NAB credit arrangements and taking into account also the expiration of the 2020 Bilateral Borrowing Agreements. Changes in NAB credit arrangements require high levels of support from NAB participants. A safeguard mechanism allows the rollback to become effective provided that participants representing at least 90 percent of credit arrangements have consented to this proposal. The effectiveness of the rollback of NAB credit arrangements would be tied to the effectiveness of the quota increases under the Sixteenth General Review of Quotas.
