This memorandum describes the basic objectives of the Electro-Optic Propagation Assessment in Coastal Environments (EOPACE) trial and gives an account of Defence Research Establishment Valcartier participation in EOPACE. Particular emphasis is placed on trials held in southern California during spring 1996 & August 1997. After the introduction, the memorandum provides background information on EOPACE, its objectives, and the primary areas studied: the transmission of visible & infrared wavelengths in the marine boundary layer, aerosol measurement & modelling, mesoscale models of the coastal environment, evaluation of electro-optic system performance, and the effects of such phenomena as clutter, polarization, scattering, & turbulence. The next section sets out the experimental timeline, describes the experimental sites, and lists most of the participants & their contributions to EOPACE. The last section gives a more detailed description of the Establishment's participation and assesses the current status of the EOPACE trial.
