October 1998 A policy considered in isolation may be ineffective because of the countervailing impact of other factors. And the success of a policy may itself lead to perverse incentives. Thus it is important to design complementary policies that support the original goal. Controlling air pollution from urban transport requires attention to land use planning, transport needs and modes, and air quality. Air quality is declining in urban areas, in part because of the rapid motorization of societies worldwide. To combat the problem, various pollution control strategies have been used or proposed for urban passenger transport. Heil and Pargal develop a simple framework to analyze these strategies. The virtue of this framework is its simplicity and its separation of factors. The authors examine the point of impact of different policy levers and categorize different instruments in a way that should help policymakers choose among them. The framework explicitly recognizes behavioral incentives, especially the fact that offsetting changes in consumer behavior can often undermine the original intent of particular policies. Among the findings: * Policies aimed at improving transport efficiency often improve air quality at the same time. * But supply-side policies to relieve traffic congestion sometimes conflict with supply-side measures to control air pollution. Improvements in roads and traffic, for example, may increase private motorized traffic conditions, making it difficult to assess the net effect of the improvements on air pollution. * There seems to be considerable scope for low-cost solutions to air quality problems associated with the transport sector. Inexpensive, low-technology solutions, such as establishing bus lanes or paving dirt roads, substantially improve both transport efficiency and air quality. * Behavioral change is difficult when viable transport alternatives are unavailable. A viable public transport system is essential to reduce transport-caused air pollution in densely populated areas. * Fuel and emission standards should become stricter over time. Standards should be gradually ratcheted up to give domestic auto industries the incentive to develop and adopt cleaner technology. Much is expected of private financing to help meet the infrastructure requirements of the rapidly growing East Asian economies. Although private financing grew briskly during the 1990s, it represents only a small share of all infrastructure investment in the region (between 12 and 18 percent). This monograph draws on experience in a number of countries in East Asia, as well as Australia, Chile, and India, to analyze the impediments to and prospects for private financing of infrastructure. The chapters discuss the choices available to policymakers and the strategies that governments have followed. An overview chapter describes recent trends in international financing of infrastructure projects in the region, discusses the key policy and institutional impediments to greater private participation, and assesses the role of domestic capital markets and finance. It also outlines a national and regional strategy for stimulating private investment in infrastructure. At present, roughly half of the world's population lives in urban centers. There are now more than 20 cities with a population of over 10 million inhabitants, compared to less than 5 about 50 years ago. This tendency toward urbanization is expected to continue, particularly in the developing world. A consequence of this growing trend is that millions of people are being exposed to harmful levels of urban air pollutants caused mainly by emissions from motor vehicles and from industrial and domestic activities involving the combustion of fossil fuels. The driving force for the design and implementation of emission control strate gies aimed at improving air quality has been the protection of the health of the population in urban centers. There are, however, other consequences of the pres ence of air pollutants besides the direct effect on human health. Reduced visibil ity, damage to monuments and buildings, and many other such consequences indirectly affect our quality of life. Another set of consequences involves damage to ecological systems. In fact, the nature of "photochemical smog" was first uncovered in the 1950s in connection with observations of its harmful effects on crops and plants in the vicinity of Los Angeles.
