In nineteenth-century France, parents abandoned their children in overwhelming numbers--up to 20 percent of live births in the Parisian area. The infants were left at state-run homes and were then transferred to rural wet nurses and foster parents. Their chances of survival were slim, but with alterations in state policy, economic and medical development, and changing attitudes toward children and the family, their chances had significantly improved by the end of the century. Rachel Fuchs has drawn on newly discovered archival sources and previously untapped documents of the Paris foundling home in order to depict the actual conditions of abandoned children and to reveal the bureaucratic and political response. This study traces the evolution of French social policy from early attempts to limit welfare to later efforts to increase social programs and influence family life. Abandoned Children illuminates in detail the family life of nineteenth-century French poor. It shows how French social policy with respect to abandoned children sought to create an economically useful and politically neutral underclass out of a segment of the population that might otherwise have been an economic drain and a potential political threat.

Those authors, educators, and moral reformers who aspired to guide youth into respectable stations perceived new dangers in the decades following independence. Battling a range of seducers in the burgeoning marketplace of early America, from corrupt peers to licentious prostitutes, from pornographic authors to firebrand preachers, these self-proclaimed moral guardians crafted advice and institutions for youth, hoping to guide them safely away from harm and toward success. By penning didactic novels and advice books while building reform institutions and colleges, they sought to lead youth into dutiful behavior. But, thrust into the market themselves, these moral guides were forced to compromise their messages to find a popular audience. Nonetheless, their calls for order did have lasting impact. Hometown to both General Motors and the United Auto Workers, and the setting for the documentary film Roger and Me, Flint, Michigan, is a striking example of a declining city in America's Rust Belt. A Town Abandoned examines Flint's response to its own social and economic decline and at the same time pursues a broad analysis of class and culture in America's late capitalist society. It tells the story of how Flint's local institutions and citizens interpret and rationalize their city's massive auto-industry job loss and consequent decline, and it relates these interpretations to statewide, national, and international forces that led to the deindustrialization. Using a critical-theory approach, Dandaneau reveals the futility of Flint's efforts to confront essentially global problems and moreover depicts the disturbing conceptual and cultural distortions that result from its sustained powerlessness. Dandaneau shows that all policy solutions to Flint's problems were in essence public relations solutions, and he gives a moving portrayal of the consequences for local communities of the internationalization of American business.
