Excerpt from Proceedings of the Institute of Radio Engineers, Vol. 3: Incorporated From the time Of the introduction of radio apparatus in the country, other departments Of the government naturally became interested in the erection Of stations; and a state of affairs arose that demanded some government action in the way Of regulation and control, with the main idea Of preventing interference which could not be overcome by the apparatus then in use. In June, 1904, the President appointed a Board, since known as the inter-departmental Board to consider the entire question Of radio telegraphy in the service Of the national government. The Board recommended that the Navy Department should equip and install a complete coastwise radio telegraph system, covering the entire coasts of the United States, its insular pos sessions, and the Canal Zone in Panama. It also recommended that the Navy Department be directed to receive and transmit thru these stations, free Of charge, all radio messages to_or fromships at sea, provided such stations did not come in competition with commercial stations. It further suggested that the erection Of private radio stations in locations where they might interfere with naval or military operations be restricted by the action Of the President, until such time as legislation might be had by Congress on this subject. On July 29, 1904, the President approved the report Of the inter-departmental Board and directed that the several depart ments concerned put its recommendations into effect. The approval Of this report virtually put the control Of all coast radio stations under the jurisdiction of the Navy Depart ment, and from that time until the present no other depart ment of the government has operated coast stations with the exception of a few signal corps stations in Alaska, which are a necessary part Of the washington-alaska military-cable and Telegraph System.
