This is a study of issues in good governance in South Asia, viz. in the countries of India, Pakistan, Sri Lanka and Nepal. The focus is on the interconnections between governance, decentralization (of authority and decision making) and poverty eradication. The book submits a stratagem to turn South Asia's greatest handicap, poverty, into a source of strength, in which the poor contribute directly to growth. The key to this pro-poor growth strategy, according to the authors, is community mobilization through social movements and non-governmental development initiatives. The book is divided into three parts, the conceptual framework, illustrative case studies and lessons for macro/microeconomic policy. Part I critically evaluates conventional developmental thinking and suggests the outline of an alternative pro-poor developmental strategy. Part II, the backbone of the volume, is a collection of six case studies from selected locations in south Asia, covering both rural and urban experiences. Part III draws lessons from these studies for a value-driven policy with both short-term and long-term implications. The book is a first of its kind, examining in-depth issues of vital importance to the development of the South Asian region. The importance of this volume lies in the synthesized lessons for policy and implementation drawn from cases where new ground has been broken in the conceptualization of social mobilization and pro-poor growth.

The link between trade liberalisation and poverty has arguably been one of the most debated topics in development policy debate. Existing studies on the subject have primarily used multi-country cross-sectional data, and there is a growing concern about the limitations of this approach in providing a sound empirical basis for informing the policy debate. These limitations point to the need for undertaking in-depth analyses within individual countries over time. In order to examine the connection between trade liberalisation and poverty, this book provides case studies of trade policy reforms and poverty reduction outcomes of seven countries in South Asia - Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka. Presents the proceedings of an informal workshop on poverty reduction in South Asia sponsored by the South Asian Association for Regional Cooperation (SAARC) and the World Bank. This workshop on poverty reduction in South Asia brought together participants from a wide range of related fields. They identified several areas of consensus, clarified issues for further research, analysis, and discussion, and suggested possible future steps. Although much has been done to alleviate poverty, the pace remains slow, leading donor agencies to look for new approaches. Much success has been achieved in community-based and participatory programs, some of which incorporate insight from programs launched by nongovernmental organizations (NGOs). The Aga Khan Rural Support Program currently serves as a respected model. The participatory components are already included in a number of World Bank-financed programs while the Bank considers their incorporation even further. This is in line with the consensus that emerged from the workshop--that community-based participatory programs in South Asia hold great promise and provide a firm basis for pursuing such strategies through research, evaluation, and operational experimentation.

South Asia region’s economies continue on a recovery path, with production and export having recovered to pre-COVID trend levels. But the recovery has been uneven across countries and sectors, and significant risks exist that could jeopardize short-term recovery and long-term growth. Over the short-term, low vaccination rates in most countries in the region make the population and economies vulnerable to future COVID waves and lockdowns; supply shortages due to global supply bottlenecks continue to put upward pressure on (food) inflation, especially after consumption recovers. Over the long-term, the region faces long-lasting scarring effects from the pandemic. The emergence of a new services economy creates an opportunity for the region to shift gears and to move towards a services-led development model. The importance of services has been increasing over time and got a further boost during the response to the COVID pandemic, when digital technologies became critical. This new services economy comprises not just the ICT sector, but also business and professional services that are increasingly critical inputs into manufacturing and other sectors, and digital platforms that are creating new markets. It can become the driver of development in South Asia because 1) Services are increasingly tradable and also represent a large part of value added incorporated in the exports of goods. 2) Services firms can drive productivity growth because of innovations that make their own products and other industries more efficient 3) The services sector also generates jobs and helps upgrading skills through on-the-job training. To unleash the potential of the new services economy, policy makers should rethink regulations and establish new institutions to enable 1) competition and innovation 2) increased labor mobility and up-skilling, through education and on-the job training; 3) the absorption of new services by firms and households. Governments in South Asia are addressing these new realities, but they face major challenges. With countries worldwide struggling to find an optimal institutional environment for the new services sectors, a good option for South Asia is to experiment with regulatory sandboxes.
