How are foreign policy objectives and priorities formulated by decision makers in the U.S. government? Dan Haendel answers this question by examining the decision-making process during the Indo-Pakistani War, focusing on the behavior of government institutions and individuals as they attempted to cope with the events of 1971. After a discussion of post-World War II U.S. foreign policy in South Asia, the area's importance to the United States during the Cold War, and the internal crisis in Pakistan leading up to its war with India, the author considers the U.S. government's response to the Indo-Pakistani clash. He discusses the organizational structure for the conduct of U.S. foreign policy, the relative importance of the various governmental decision-making units, and the impact of an individual such as Kissinger within the organization. Using, as his basic source, information gathered in interviews with the participants, he provides an account of deliberations with the U.S. government. This work introduces to the field of foreign policy analysis the concept of priority formulation, Examining the argument that a decision maker establishes a subjective and personal scale, the author points out that beliefs and values are likely to determine the approach used by the decision maker in coping with complex stimuli and in structuring problems.

Contemporary psychology - as well as our own self-understanding - remains largely ego-centric in focus, with the self being seen as the primary source of meaning and value. According to Mark Freeman, this perspective is belied by much of our experience. Working from this basic premise, he proposes that we adopt a more "ex-centric" perspective, one that affirms the priority of the Other in shaping human experience. In doing so, he offers nothing less than a radical reorientation of our most basic ways of making sense of the human condition. In speaking of the "Other," Freeman refers not only to other people, but also to those non-human "others" - for instance, nature, art, God - that take us beyond the ego and bring us closer to the world. In speaking of the Other's priority, he insists that there is much in life that "comes before us." By thinking and living the priority of the Other, we can therefore become better attuned to both the world beyond us and the world within. At the heart of Freeman's perspective are two fundamental ideas. The first is that the Other is the primary source of meaning, inspiration, and existential nourishment. The second is that it is the primary source of our ethical energies, and that being responsive and responsible to the world beyond us is a defining feature of our humanity. There is a tragic side to Freeman's story, however. I am pleased to be here today to discuss the programs and activities funded by the international affairs budget - the 'function 150' account of the federal budget. As you requested, my goal today is to help set the stage for a thoughtful examination of the issues that should be raised in assessing the current programs and activities on the books that support U.S. foreign policy and economic objectives. To date, no one has undertaken such a comprehensive review of 150 account activities. This examination appears to be warranted in light of the dramatically changed world environment and new budget realities and increased demand for accountability for results. GAO'S 1996 symposium involving leading academics and practitioners in the area of international affairs evidenced the broad and significant changes that are taking place in the world in terms of governance, finance, economics, and political-military affairs. I will establish the context for my statement and provide an overview of six categories into which we have placed the international affairs programs. Then I will outline a framework for assessing these activities and their funding. And finally, I will discuss some of the critical issues and questions that should be examined in each of our six categories.
