The overall U.S. poverty rate has been fairly stable since 1980. However, looking at the poverty rate for subsets of the population yields a quite different stories. In this paper, we look at poverty rates for families disaggregated by employment status. To test for trends, we construct an absolute poverty measure (APM) which is more appropriate for this purpose than existing poverty measures. Using the APM, we examine the poverty rate for different family employment statuses and find differing trends. In particular, we find that the poverty rate decreased for retired families while it increased for fully employed families. Trends in poverty rates are primarily driven by changes in wage income and in government support programs.

Following a historical review of family poverty since 1995, the authors present several policy simulations, including increased employment, a higher minimum wage, more generous tax credits, a child allowance, and reduced childcare or medical expenses. Specific policy proposals—including the proposals of the Biden Administration—are assessed using four criteria: reducing child poverty; equitable treatment of the poorest groups; promotion of self-sufficiency; and cost-effectiveness. The authors conclude that while no single policy is able to reduce family poverty by half while meeting the other criteria, several combinations of policies have the potential to do so.
